Courtney Carrell, JD is a Partner in Health Care & Life Sciences at Jones Day, where she advises health care clients in regulatory, compliance, and litigation matters. For more than a decade, Courtney has advised providers on compliance with the Stark Law, False Claims Act, Anti-Kickback Statute, Affordable Care Act, Medicare and Medicaid reimbursement regulations, as well as state, federal, and international privacy laws..

Courtney has appeared in numerous trial and appellate courts across the country, including representing multiple academic medical centers in health care policy disputes and a national pharmacy in litigation related to opioid dispensing practices.

In addition, Courtney is one of the nation's leading practitioners in the representation of organ transplant programs, having represented more than 20 such programs in federal courts and in administrative proceedings. Recently, Courtney has helped clients implement solutions to challenges stemming from the COVID-19 pandemic, including developing testing and vaccination programs as well as launching cross-border digital health platforms.

Before joining Jones Day, Courtney was in-house counsel at a major nonprofit health system, where she served as primary compliance counsel. Before her legal career, Courtney worked for the UCLA Jonsson Comprehensive Cancer Center and oversaw the submission of major grants, including the National Cancer Institute Cancer Center Support Grant.

Courtney is an advocate for patients with rare diseases and serves on patient advisory committees regarding research proposals for neuromuscular diseases. She is also a member of the American Health Lawyers Association and the State Bar of Texas Health Law Section.
