USGA Committees

The USGA has a number of committees that work on specific issues facing the UMB student community.  Each executive board member chairs a USGA committee that is dedicated to a specific subject. The USGA also provides student representatives to campuswide committees to provide input from the student body.

Campus Advocacy Committee  

Chaired by USGA Vice President

Previously the Pennington Committee. During her service to the student government, Pennington actively pursued the development of a campuswide volunteer program. In order to honor her ideas, goals, and memory, this program will strive to provide students with the opportunity to give to and receive from the greater University of Maryland, Baltimore neighborhood.

  • The committee shall consist of at least four members appointed by the President and approved by the Senate.
  • The program is structured around a commitment to organize no less than one community volunteer outreach event for each of the fall and spring semesters. The Pennington committee is responsible for investigating volunteering options in the community and presenting them to the Senate. The Senate then will determine which program or programs to designate as the focus of the Pennington Program. The committee then will organize the delivery of student services to the selected programs.
  • The committee also is charged with the duty to seek out and take advantage of charity fundraising possibilities. With the approval of the Senate, the committee will arrange for the collection of funds, goods, etc.
  • Donations made in connection with this Article will be made in the name of the Pennington Volunteer Program, University Student Government Association.
  • The committee also is charged with the task of conducting an annual review of the volunteer programs offered across the campus by the USGA and all other University outreach programs. This survey will be due in March.

Appropriations Committee  

Chaired by the USGA Treasurer

  • The Appropriations Committee shall consist of the Treasurer, who shall serve as its chair, the Vice President, and four other members of the Senate appointed by the President.
  • The Appropriations Committee is responsible for creating a mechanism through which the USGA allocates its funds by upholding Standing Order 1 and its amendments.
  • The Appropriations Committee shall prepare a fiscal-year budget to be presented to the USGA Senate at the first meeting of September.
  • The Appropriations Committee shall review budget requests and present to the USGA Senate a proposed budget disbursement schedule for organizations requesting funds.

Programming Committee  

Chaired by the UMB Programming Chair

  • The Programming Committee shall consist of the Programming Coordinator of the USGA, who shall serve as its chair, and as many other members of the USGA Senate as necessary to accomplish the goals of the USGA.
  • Committee members will be selected by the Secretary and shall not consist of any member of the Appropriations Committee.
  • The Programming Committee is responsible for developing and planning activities and programs for the USGA Senate. The Committee shall present an itemized budget request to the Senate for approval.
  • The Committee will present a report to the Senate as required by the President.

Policy Advocacy Committee  

Chaired by the USGA Advocacy Director

  • Previously, the Constitutional Review Committee, shall consist of the Advocacy Director of the USGA, who shall serve as its chair, and as many other members of the USGA Senate as necessary to accomplish the goals of the USGA, but at least two members.
  • Committee members will be selected by the Advocacy Director and approved by the President.
  • The Policy Advocacy Committee is responsible for investigating the necessity for changes to the Constitution, Bylaws, and Standing Orders.
  • The Committee will present a report to the Senate as required by the President.
  • The President and Vice President of the USGA shall serve as ex-officio members of the committee with none of the above obligations and shall be informed of committee meetings.

Public Relations Committee  

Chaired by the USGA Secretary

  • The Public Relations Committee shall consist of the Secretary, who will serve as its chair, and one senator from each school.
  • The committee will assist in the maintenance, upkeep, and content creation of the USGA website and weekly Campus Life Weekly email newsletter.
  • The committee will assist in disseminating USGA and other student-related information through their respective school and program email lists when necessary.

Digital Communications Committee  

Chaired by USGA Webmaster

  • The Digital Communications Committee shall consist of the Webmaster, who will serve as its chair, and as many other members of the USGA Senate as necessary to accomplish the goals of the USGA.
  • The committee will maintain and update the USGA’s main website and social site.
  • The committee will work with the Webmaster on creating innovative ways to disseminate USGA-related information and centralize the dissemination of USGA news and information for students.

Diversity Advisory Committee  

Chaired by USGA DEI Officer

  • The Diversity Advocacy Committee shall consist of the DEI Officer, who will serve as its chair, and as many other members of the USGA Senate as necessary to accomplish the goals of the USGA

Campus Committees

Parking Committee 

An appointed member of the USGA may sit in on the Parking Committee and bring information back to the Senators. This appointment serves as a communication channel between the Parking Committee and the USGA.

Safety Awareness Committee 

An appointed Senator participates in the Safety Awareness Committee and may be asked to contribute recommendations or comments as a Senator.

President’s Outreach Council 

An appointed member of the USGA may sit on the President's Outreach Council to provide enriched educational, health, and career experiences and opportunities for community children through a coordinated partnership of UMB with local community schools. The council is expected to foster more interdisciplinary collaboration in outreach efforts to strengthen the social impact of UMB in the local community, create many enduring positive relationships, and engender future Maryland leaders.

IT Steering Committee 

An appointed member of the USGA may sit in on the IT Steering Committee and bring information back to the Senators. This appointment serves as a communication channel between the IT Steering Committee and the USGA.
