Program Administrator

The University of Maryland, Baltimore (UMB), Department of Medicine, Division of Endocrinology, Diabetes and Nutrition (EDN) is currently recruiting for a Program Administrator.

EDN is the third largest Department of Medicine with current annual active grants in excess of $12,000,000.  The division consists of 51 employees.  The Division faculty is made up of 9, MD and MD/PHD faculty and 25 PHD members who conduct research and clinical practice in various centers and institutes at the University of Maryland, and the VA Maryland Health Care System.  The Division's faculty conduct their clinical practice and care of patients as part of the University of Maryland Faculty Physicians Inc. inpatient and outpatient sites at the University of Maryland Medical Center (UMMC) and the VA.  The Divisions maintains an American College of Graduate Medical Education (ACGME) approved fellowship training program, funded by UMMC and has recently been awarded a T-35 National Institutes of Health (NIH) grant for training in research in Endocrinology.  All of these research, training, and clinical programs are carried out through the Department of Medicine.  In this role, the Program Administrator will report to the Division Head, to provide pre and post award research administration, management and management of the patient care responsibilities and all payroll, budget and audit, and strategic planning recommendations.

The Division Head, Alan Shuldiner MD also functions as an Associate Dean for the School of Medicine and leads the Program in Personalized and Genomic Medicine (PGGM) on behalf of the School of Medicine.  The PGGM mission is to facilitate the pace of discovery in PGGM; to accelerate the translation of these new discoveries to improve patient care; and to enhance the training and education of future generations of physicians and scientists in personalized medicine and genomic science.  This Program is an inter-departmental program that emphasizes a multidisciplinary team approach to research and training and discovery.  Faculty have expertise across a wide range of disciplines including clinical investigation; molecular genetics, cyogenetics, cancer genetics, biochemical genetics, functional genomics, molecular and cellular biology, genetic epidemiology, statistiscal genetics, and bioinformatics.  For this role, the Program Administrator will report directly to the Associate Dean for Resource Management, and will develop the annual PGGM budget, provide financial reporting and controls for the joint UMMC/SOM investment in Personalized Medicine, oversee PGGM Administration, monitor variances in Seed Account spending for three cost centers: 1) The Translational Genomics lab; 2) The Amish Project in Lancaster, PA; and 3) the Biobank Project at UMB.

The successful Program Administrator will have extensive knowledge and experience in research administration, general finance and budget management, clinical practice management, strategic planning, and compliance rules on the state and federal levels.

 

ESSENTIAL FUNCTIONS:

Responsible for achieving strategic and financial objectives of the program or center. Acts as a facilitator in balancing the needs of the program/center, the hospital, grantors and the university. In a clinical setting, is responsible for all funds divisional budgeting, physician services contract coordination and physician fee revenue.

Oversees staff assigned to day-to-day research, academic or clinic operations. Supervises with consideration of individual departmental practices; establishes program/center practices as appropriate. Recruits, selects, evaluates, and trains non-clinical staff.

Coordinates faculty recruitment. Develops faculty productivity standards and reporting.

Acts as research administrator for clinical and basic research projects. Performs research budgeting; pre- and post-award administration; technology transfer administration; research space planning.

Oversees all other administrative functions such as Information Technology and data development projects; capital equipment planning and management; general procurement; payroll and accounting.

MINIMUM QUALIFICATIONS:

Bachelor's degree in business, public administration or related field.

7 years related experience in administrative and financial operations.

In a clinical setting, at least 2 years’ experience in managed care, medical practice or a related environment.

Comprehensive knowledge of sponsored programs and clinical trials compliance.

For Clinical Centers:

Knowledge of budgets and financial accounting processes specific to a medical practice.

Facility in soliciting referrals or support from grateful patients.
