Customer Billing in Quantum Financials is used to bill individuals or external entities for goods or services provided by departments of the University of Maryland, Baltimore (UMB).

Common examples include training, lab space, and research services. Use Customer Billing when the revenue will be credited to a non-sponsored source (for example, Source Codes other than 285 or those that begin with “3”). 

When to Use Customer Billing

Use Customer Billing when:

  • A third party owes payment to UMB (cash inflow).
  • Revenue will post to a non-sponsored source (i.e. Source Codes other than 285 and those that begin with “3”).
  • The department is responsible for initiating the invoice.

Do NOT use Customer Billing for:

Customer Billing Workflows

Customer Billing includes multiple processes depending on the type of transaction.

  • Standard Customer Billing

    Used to bill external customers for goods or services provided by UMB departments.

    Includes:

    • Creating customer bills in Quantum Financials
    • Monitoring receivables
    • Following collection procedures
  • Foundation Reimbursements (UMBF & USMF)

    Required when requesting reimbursement from UMBF or USMF for expenses charged to a non-sponsored chartstring.

    This process requires:

    • Creation of a Customer Bill in Quantum Financials
    • Submission of a Disbursement Request Form (DRF) to the Foundation
    • Monitoring of collections

Billing and Collections Requirements

Departments are responsible for:

  • Creating accurate and timely bills
  • Assigning a collector
  • Monitoring outstanding receivables
  • Complying with Customer Billing and Collections policy

Failure to properly monitor receivables may result in write-offs and revenue reversals.
