General Accounting oversees and processes transactions related to asset management, customer billing, general ledger maintenance, bank reconciliations, and monthly reconciliation with the state financial system.

General Accounting is part of the Office of the Controller and provides guidance and support for financial processes across the University of Maryland, Baltimore (UMB). It helps ensure accurate recording of transactions, compliance with University and State policies, and proper stewardship of University resources.

By assisting departments with billing, asset tracking, and interagency transactions, General Accounting supports reliable financial reporting and the efficient use of funds.

  • Asset Management

    Manage and report various types of University assets. Ensure compliance with policies, safeguard resources, and support accurate financial reporting and F&A rate calculations.

  • Customer Billing

    Guidance for billing external customers, including policies, procedures, and forms. Supports accurate revenue recognition and compliance with UMB billing standards.

  • Interagency Transfers

    Facilitates payments between UMB and other State of Maryland agencies. Includes instructions for invoicing, processing payments, and submitting RSTARS transfer request forms.
