Human Resources Handbook
Purpose
The Maryland Global Initiatives Corporation (MGIC) Global Human Resources (HR) Handbook serves as a comprehensive reference for employment-related standards, operational practices, and ethical expectations that guide the working relationship between MGIC and its employees engaged through Employer of Record (EOR) service providers. The Handbook is designed to promote consistency for all MGIC employees regardless of country location, to support fair and transparent management practices, and to reinforce MGIC organizational culture, values, and professional conduct expectations.
Background
MGIC employees are engaged through EOR providers on behalf of Requesting Units in the University of Maryland, Baltimore (UMB) and Affiliate Entities. The EOR is the legal employer and is responsible for compliance with local labor laws, statutory benefits, payroll, and employment contracts. MGIC retains responsibility for day-to-day operational management, performance oversight, and adherence to MGIC’s organizational policies and standards. The Requesting Unit is responsible for employee supervision, performance management, professional development, and funding to support the position.
The International Operations (IO) division of UMB’s Administration and Finance department administers the MGIC mechanism and manages its human resources (HR) function.
Policy Statement
- The IO division will maintain an accurate and current MGIC Global HR Handbook in which MGIC’s organizational policies, relevant procedures, and other information are summarized to serve as a reference guide for MGIC employees and their supervisors.
- IO will maintain a corresponding Country Schedule appended to the Global HR Handbook, for each country in which MGIC staff are employed. The Country Schedule documents country-specific information regarding benefits, legal requirements, and administrative processes, for the awareness of the employee based in that country.
- All MGIC employees must receive the HR Handbook (with Country Schedule appended) upon hire, and any revision issued after the last handbook or Country Schedule update.
- Employees must sign an Employee Acknowledgement Form confirming they have received and read the Handbook and any revisions. When substantive updates to the Handbook are distributed, newly signed acknowledgements must be collected from all employees.
- The Handbook does not replace or override the EOR’s legally mandated policies, employment contracts, or statutory obligations. MGIC policies apply only to the management practices and internal expectations established by MGIC.
Scope
This policy applies to all MGIC employees.
Responsibilities
- IO International Human Resources Manager: Produce and maintain current and accurate Global HR Handbook and Country Schedules. Distribute these documents to each MGIC employee and obtain and file signed Employee Acknowledgement Forms. Coordinate with EORs and local legal counsel to ensure accurate reflection of local labor and other applicable laws in MGIC documents. Support Requesting Units and MGIC employees to understand and comply with the Handbook and Country Schedule.
- Requesting Units: Comply fully with requirements outlined in the Handbook and Country Schedule for MGIC employees assigned to the Unit.
