Benefits
Purpose
This policy establishes benefit requirements for Maryland Global Initiatives Corporation (MGIC) employees. The policy ensures the provision of benefits complies with applicable local laws and supports employee wellbeing and productivity.
Background
MGIC engages employees across multiple countries via Employer of Record (EOR) service providers, on behalf of Requesting Units. The EOR serves as the legal employer in each location and is therefore responsible for the provision of statutory employee benefits, and any additional benefits approved by MGIC that are incorporated in payroll.
The International Operations (IO) division of the University of Maryland, Baltimore (UMB) administers the MGIC mechanism and manages the MGIC human resources (HR) function.
Policy Statement
- MGIC shall comply with all statutory benefits and associated employer obligations mandated by applicable laws in the country of employment. These may include but are not limited to leave, medical and dental coverage, workers compensation, life insurance, contributions to national pensions or severance funds and other country-specific programs that may be available in or accessible from the country of hire. - At the request of the Requesting Unit, MGIC may offer additional benefits, which may be referred to as voluntary or discretionary benefits in different jurisdictions, as permitted by the type of employment and by law in the country of hire.
- MGIC HR will coordinate with the Employer of Record and consult local labor laws to determine benefit eligibility.
- Certain benefits, such as medical insurance coverage, may extend to legal dependents as defined under local law and benefit plan rules. Benefits for respective countries are outlined in the MGIC HR Handbook and Country Schedules.
- The Requesting Unit is responsible for funding the cost of all benefits, both statutory and additional.
- Any proposed additional benefits that violate applicable local law shall not be approved by MGIC.
Scope
This policy applies to all MGIC employees.
Responsibilities
- IO International HR Manager: Maintain current and accurate MGIC Global HR Handbook and Country Schedule where statutory labor law requirements for benefits are documented. Coordinate with Requesting Units and EORs for additional requested benefits above and beyond statutory requirements.
- Assistant Vice President - IO (in capacity of MGIC Vice President – Policy & Administration): Oversee MGIC policy administration. Approve or deny requests for additional benefits proposed by the Requesting Unit. Maintain MGIC contracts with EOR service providers and MGIC legal counsel engagements in countries with MGIC employees.
- Requesting Units: Comply fully with all aspects of this and related/referenced policies. Understand and follow MGIC Global HR Handbook, Country Schedules, and applicable legal requirements to ensure employee benefits are honored.
