    Non-Compliant Publications in the RPPR

    The NIH Public Access Policy requires that peer-reviewed publications arising from NIH funded research must be made publicly available. Compliance with the NIH Public Access Policy is a legal requirement and a term of all NIH awards. 

    NIH awardees are responsible for including evidence of compliance in all NIH applications, proposals, and reports, including the RPPR. At the time of the RPPR, UMB administrators and the PI should screen Section C. 1 of the RPPR for noncompliant papers. To be compliant, a paper must be listed as one of the following:
    Complete
    N/A (not applicable)
    PMC Journal in Process
    In Process at NIHMS

    The RPPR may be submitted with “warnings” for non-compliant papers, however, the next award may be delayed. If the RPPR is submitted with publications that are not compliant, the PI and UMB Signing Official (SO) will receive an email immediately after submission of the RPPR notifying the PI and university to bring their paper(s) into compliance. The GMS usually follow up that system-generated email to request that an updated/corrected My NCBI PDF report for these the non-compliant citations be emailed directly to the GMS or submitted through a Progress Report Additional Materials Request (PRAM).
