2023 Internal Affairs Annual Report 

Members of University of Maryland, Baltimore (UMB) Police and Public Safety are committed to providing quality service to the campus community. Agency members are expected to always conduct themselves professionally and with courtesy. The agency investigates all allegations of poor service, brutality, or unprofessional conduct of any member of the agency. This is done to resolve any incidents or perceptions of poor service as well as comply with the standards established by the Commission on Accreditation of Law Enforcement Agencies (CALEA).

In compliance with CALEA Standard 26.2.5, the agency reviews all complaint records and compiles a statistical summary which is made available to the public and agency members. During the calendar year of 2023, there were three internal complaints and eight external (someone outside of UMB Police and Public Safety) complaints filed. Each complaint was investigated. Below is the listing of the complaints and the result of the investigations:

Agency personnel are expected to always conduct themselves professionally and courteously. The agency investigates all allegations of poor service, brutality, or unprofessional conduct on the part of any employee of the agency. This is done to resolve any incidents or perceptions of poor service as well as to comply with the high standards established by the Commission on Accreditation for Law Enforcement Agencies (CALEA). Additionally, agency supervisory and administrative personnel conduct reviews of all the following instances involving agency personnel: traffic accidents, departmental property losses, and uses of force. Use of force reviews are conducted in each incident where police officers discharge firearms, point firearms, utilize defensive batons, take actions that result in or are alleged to have resulted in injuries or death, and apply physical force when conducting police functions.

During the calendar year 2015, there were 12 major complaints and 60 minor complaints filed against UMBPF employees. Each complaint was investigated. They were:
