2025 Clery Annual Security and Fire Safety Report
Dear UMB Community,
I am pleased to present to you the University of Maryland, Baltimore (UMB) 2025 Annual Security and Fire Safety Report (ASFR). As always, this report reflects our ongoing commitment to transparency, accountability, and the safety of every member of our UMB community.
I am proud to report that UMB continues to be one of the safest areas in downtown Baltimore. This year, the UMB Department of Police and Public Safety is celebrating 50 years of serving our UMB community. Our collaborative, data-driven policing approach and strong community partnerships remain the foundation of our low crime environment.
Highlights from the 2025 ASFR
- Motor vehicle thefts saw a substantial drop from 2023 to 2024. The 40 percent decrease is a step in the right direction. Our free steering wheel lock giveaways will continue as we work together to prevent vehicle theft.
- Aggravated assaults saw a slight increase in 2024. However, three of the eight reported counts stemmed from a single isolated incident.
- Other categories — such as robbery and burglary — remain at historically low levels, consistent with the long‑term decline in crime that we’ve seen since 2019.
Investments in Safety and Technology
In 2025, UMB Police and Public Safety completed significant upgrades to our technology and dispatch center. These enhancements include state-of-the‑art cameras that feature real‑time incident monitoring and analytics. Our improved communications center supports faster response times and better coordination across UMB and with our partners. Read more about the evolution of UMB Police dispatch.
Working Together to Keep UMB Safe
Many hands work together to create the ASFR. Thank you to our team at UMB Police and Public Safety, including the Office of the Fire Marshal. I also want to thank our partners in the Office of Emergency Management; Accountability and Compliance; University Counsel; Real Estate, Planning, and Space Management; and the Office of Communications and Public Affairs.
I am proud of our department’s rich history, how far we’ve come, and our innovative approach to 21st century policing. I want to thank you for playing an important role of our past, present, and future. Keeping you safe is at the heart of all we do.
Our team remains fully committed to the safety of the UMB community. We hope you’ll take advantage of our many resources and educational opportunities, including Safe Walk/Safe Ride, R.A.D. self-defense, and active assailant preparedness.
