- Faculty on H-1B Visas are not eligible to apply for an ATIP grant or other UMB ICTR resources
- UMBC or UMCP applicants are required to have a UMB Co-PI
- UMB ATIP and CEnR applicants are encouraged to include collaborators outside their department and with other professional schools on campus, but it is not a requirement.
- CEnR applications are required to have a meaninful community partner(s), ideally someone representing the study population.

No. ATIP awards should not be considered supplements to existing grants, but as a mechanism to foster collaborations and generate new data that will result in new grants. We will consider an application to be used in conjunction with an existing grant if it shows the ATIP project could successfully leverage a new award or award renewal.
ATIP and CEnR Applicants must provide 1 external and 1 internal reviewer. The ICTR will send the application to those selected reviewers. Please see the FOA for information about selecting your Internal and External Reviewers and avoiding a conflict of interest.
Since UMBC applications must have a Co-PI from UMB, any reviewer from UMBC or UMB will be considered an internal reviewer. This rule also applies to UMCP applications. UMCP applications must have a Co-PI from UMB, any reviewer from UMCP or UMB will be considered an internal reviewer.
While internal reviewers are to be selected from the PI(s)’ campus, internal reviewers should not be selected from the PIs’ section, division or department (if department is small) due to the likelihood of a COI.
Please discuss your reviewer designees with your team to confirm that COIs do not exist.
Consultant fees are not included in the $5,000 faculty salary budget limit unless the consultant holds a faculty position at an academic institution.
If you are including non-faculty level consultant/consultant fees in your application,
- Please include a letter from each consultant that specifies the consulting service to be provided and the rate/charge for the service.
- Complete a Key Personnel form for consultants and provide their resume/biosketch
Yes, we will consider payments to an outside partnering organization, where appropriate, as a “service provider” (not as a sub-award). This expense should be justified and itemized under “Miscellaneous Expenses” in the budget template form.
Yes, you may apply for an ATIP or CEnR grant with an overlapping project as long as a funding decision has not been made by the other organization. That is, for external grants submitted at around the same time as ATIP or CEnR and for the same project (where there is budgetary overlap), our policy is that if the ATIP/CEnR funding decision precedes that of another grant, the ATIP/CEnR grant would be awarded. However, if the submitted project is funded by another entity prior to the ATIP/CEnR funding decision, then the applicant should notify us and the ATIP/CEnR application would not be considered for funding for that round.
UMB ICTR ATIP funding opportunities are announced once a year. The number of applications funded at each round varies depending on available resources. Typically, 12 - 18 projects are awarded per year.
Awarded projects designated for the NIH NCATS funding mechanism will have additional NIH supplemental documents and other supporting document requirements. The UMB Navigator will contact you regarding the additional documents. After receipt of the required documents, the prior approval progress may take approximatedly 90 days. Common causes of delays:
- Title of project does not match IRB protocol
- IRB protocol and CEnR project information provided do not match. Example: recruitment and retention plans do not match.
- PI of IRB does not match CEnR PI or Co-PI
- CEnR PI or Co-PI not noted on the IACUC approval letter
- Team members on IRB do not match Team members on CEnR application
- Training certificates nearing expiration
- Salary, supply, and service budgets not fully itemized
Yes, please include the signature of the department chair (or designee) or school dean (or designee) on the cover letter for all faculty-level team members.
For applicants planning to resubmit a previous ATIP/CEnR grant submission from a previous round, please note in the cover letter that this is a resubmission and to please see the Research Plan where you have addressed the reviewer’s concerns on the first page (typically, 1 page, but could be longer if necessary).
No. The ATIP/CEnR application is submitted directly to the UMB ICTR by the Lead Principal Investigator (PI) via the ATIP/CEnR electronic application in the UMB REDCap system.
If the UMB graduate student is providing services essential to conduct of the project and the work is conducted at UMB, you may include the graduate student's UMB stipend cost, and insurance if needed, in your budget justification. Tuition fees are not permitted.
