QPB serves as UMB’s system for Budget Planning, Budget Maintenance and Forecasting. It provides budget integration to Quantum Analytics reports for both Budget to Actual Summary and Budget to Actual Details. QPB meets the state’s requirements to provide an annual USM All Funds Budget.  

• QPB is an Oracle-based system that utilizes a series of forms to input data.  Each budgeting and forecasting task has its own form(s). Forecasting likewise has a separate Forecasting form.
• UMB is required to submit an annual All Funds Budget to the University System of Maryland
• UMB’s portion is rolled up with other University System Schools and submitted to the State as part of the Governor's Annual Budget
• QPB is used to plan the expected expenses and revenue across all fund Sources.
• Quarterly forecasting is used to measure the projected financial position of UMB at different points of the year to inform management of Campus fiscal health
