Proposals with Subawards/MPowering Letters

Memo sent to RAC 10/9/25

Dear RAC,

Due to changing sponsor requirements, Sponsored Programs Administration (SPA) at UMB and the Office of Research Administration (ORA) at UMCP have agreed to discontinue the use of the MPowering Collaborating Letter for proposal submissions.  Proposals to/from the two campuses should utilize standard LOIs or consortium letters, depending on sponsor requirements.  More information on the MPowering Collaboration.

As a general reminder, any proposals that include subrecipients should include the following minimum documentation in Kuali Research for each proposed subrecipient:

  • Letter of Support or Sub Commitment Form signed by an authorized official of the subrecipient. Sample letters are available on SPA’s website. Pro tip – always check the website for new versions of this letter as it is frequently updated to address new regulations, requirements, etc.
  • Statement of Work specific to the Subrecipient
  • Budget and Budget Justification
  • For Federal/Federal flow-through sponsors and others that allow F&A: F&A Rate Agreement (some available on the FDP Clearinghouse) or a statement that the subrecipient entity does not have a rate agreement
  • Other documents required by the sponsor (Biosketches, etc.) 

Proposals without these items will be returned for correction.
