Tickets are issued by the Department of UMB Police and Public Safety.  Please contact the Department of UMB Police and Public Safety for any questions. 

Unpaid citations may result in your State of Maryland vehicle registration behind withheld by the Motor Vehicle Administration. Vehicles with three or more unpaid citations will be towed from the University of Maryland, Baltimore property and will not be released until all fines and charges are paid.

Checks with insufficient funds will receive an additional $15 fee.
Citations that are not paid within 30 days will be charged an additional $5 per month.

Section I – Parking Violation Citations

  1. The UMB Police Department and/or other persons specifically designated by the director of public safety will issue parking citations to the registrants of vehicles parked in violation of these rules. Citations will be left on the vehicle. The violation(s) charged and the date of occurrence will be noted on each citation. Instructions for payment of parking violation penalties and appeal of parking citations will be printed on the citations.
  2. All penalties for parking violations are to be paid online or at the  Cashier's Office, 621 W. Lombard St., lower level, Baltimore, MD 21201, between the hours of 8:30 a.m. and 4:00 p.m., Monday through Thursday. Checks must be made payable to the University of Maryland.
  3. Penalties are due immediately. If the payment is not made within 30 days, an additional penalty of $5 will be added to the penalty for each month or fraction thereof that the penalty is overdue. The period for payment of a penalty will be extended if a trial is requested.
  4. If a check received in payment of a parking penalty is dishonored, an additional charge of $15 may be assessed.
  5. If a parking violation penalty is more than 30 days overdue, UMB may take any or all of the following actions to collect the penalty:
    • Students: Until all penalties are paid, parking privileges may be suspended, registration for the next semester may be denied, and diplomas and transcripts may be withheld.
    • Faculty and staff: Until all penalties are paid, parking privileges may be suspended.
    • Students, faculty, staff, and all others: Notification may be sent to the Motor Vehicle Administration and registration of the automobile may be withheld.
  6. Parking privileges will be suspended for a period not to exceed six months if a registrant incurs three or more parking citations. If a registrant again incurs three or more violations within a six-month period, parking privileges will be permanently canceled.

Section II – Appeals

  1. All parking hearings/appeals will be processed in the District Court of Maryland.
  2. To request a trial, the form on the reverse side of the citation must be filled out go to: https://www.umaryland.edu/publicsafety/citiations/ for more information concerning mailing your request.
  3. A request for trial must be made within 25 days of the issuance of the parking citation or the right to trial is forfeited. The District Court of Maryland will send a notification of the trial date directly to the parker.
