Budget Funding Request System (BFRS)

The BFRS supports a more transparent, evidence-informed approach to aligning institutional priorities with resource planning. Launched in January 2025, the BFRS provides a structured way for units to document and prioritize funding needs during the University's budget development process.

BFRS focuses on discretionary funding requests, helping connect proposed investments to UMB’s mission, strategic goals, and operational priorities.

Using BFRS

Departments and units use BFRS to submit funding requests during the annual budget cycle. Each request is:

  • Aligned with institutional priorities
  • Supported by evidence from planning and assessment activities
  • Connected to improvement efforts or strategic opportunities

Integrated Systems

BFRS integrates with key planning and assessment systems to ensure funding requests are grounded in documented outcomes and performance data:

  • Strategic Planning and Information Management System (SPIMS)
  • Academic Program Assessment and Improvement Reporting (APAIR)
  • Administrative Program Assessment and Improvement Reporting (AdPAIR)

Key Features

  • User-friendly interface for submitting and tracking requests
  • Streamlined workflows for review and evaluation
  • Visibility into how requests align with institutional priorities

Role in Budget Alignment

BFRS provides the evidence and context that inform budget decisions. By connecting funding requests to documented needs and priorities, it supports a more aligned and strategic approach to resource allocation across the University.

Looking Ahead

Even in years when discretionary funding is limited, BFRS establishes a consistent framework for identifying and documenting needs—ensuring the University is prepared to make informed, strategic investments when resources are available.
