RESOLVED - Recommended travel deferrals due to civil conflict

It is recommended deferring all travel to the Democratic Republic of Congo following violent civil unrest observed in the capital Kinshasa on January 29, 2025. The unrest was prompted by the capture of the eastern city of Goma, Kivu Province by the M23 rebel group on January 27. Additional protests and disruptions are highly likely.
