As Operations Officer, Michael helps facilitate the year-to-year transition between Executive Boards by communicating with past board members and documenting and sharing relevant information to ensure continuity and consistency. He helps promote knowledge transfer between outgoing and incoming board members. He also manages the Election Committee and oversees election operations and logistics.
Michael Penney is the Facilities Administration and Operations Manager within the Operations & Maintenance Department at the University of Maryland, Baltimore (UMB), where he oversees daily service coordination, facilities operations, and customer support across campus. With dual master’s degrees in project management from Robert Gordon University in the UK, and Acquisition & Contract Management from the University of Maryland Global Campus, Michael brings extensive expertise in process improvement, workflow efficiency, and public-sector operations.
He is a Lean Six Sigma Black Belt and a Project Management professional committed to service excellence, innovation, and staff development. In addition to his management role, Michael serves as a UMB Staff Senator (2025–2027), Operations Officer as a member of the Executive Board, contributing to initiatives that enhance transparency, engagement, and organizational effectiveness. His leadership emphasizes collaboration, accountability, and continuous improvement to strengthen UMB’s operational and community mission.
