What is the I-9 Form?
The Employee Eligibility Verification I-9 process is documentation required by the U.S. Citizenship and Immigration Services and establishes an employee's identity and eligibility to work in the United States. Pursuant to the 1986 Immigration Reform and Control Act, all U.S. employers are required to verify the identity and work eligibility of all employees hired after November 6, 1986, whether those employees are U.S. citizens or not.
Completing Your I-9 – University of Maryland, Baltimore
All new employees at the University of Maryland, Baltimore (UMB), are required to complete an I-9 form to be eligible for work. Form I-9 is a federal requirement used to verify the identity and employment authorization of individuals hired to work in the United States. UMB must comply with federal policy mandating that all U.S. employers complete Form I-9 for every individual they hire.
The I-9 Form Consists of Two Sections:
Section 1: Employee Information and Attestation
- This section must be completed by the employee, using eVerify using the employer code 14654. Section 1 must be completed by the end of the employee’s first workday.
- What is E-Verify? E-Verify is an online, free service administered by the United States government that compares the information provided by an employee through the I-9 process with government records to verify an individual's identity. If the information matches, the employer receives verification that the employee is eligible to work in the United States. As a federal contractor, Rutgers participates in the E-Verify program. The University's E-Verify Company Identification Number/Client Company Identification Number is 14654.
Section 2: Employer Review and Document Verification
- Section 2 is completed by a UMB authorized HR representative once the employee’s original identification and work authorization documents are reviewed. Section 2 must be completed by the end of the third business day after your start date. New employees will not be eligible to begin working until both sections 1 and 2 are completed.
- Acceptable Documents for Section 2. Employees must present original, unexpired documents that verify both their identity and authorization to work in the U.S. Scans, photocopies, or images of documents are not accepted. A List of Acceptable Documents for the I-9 Process can be found here.
Section 2 Meeting Options
- In-Person Verification
Once section 1 of the I-9 form is completed, new hires must submit their documents in person to a HR service center representative. Only physical documents are accepted. - UMB Human Resource Services, Address: 620 W. Lexington Street, Baltimore, MD 21201. Please Schedule an appointment here.
New Employees with Visas
All international employees are required to complete Form I-9 to be eligible for employment.
- If the employee has a U.S. Social Security Number (SSN):
They must complete Section 1 of the I-9 and present their passport along with appropriate visa documents (e.g., DS-2019, I-20, I-797) in person. - If the employee does not yet have a U.S. Social Security Number:
They must complete an Affidavit of Compliance and present their passport and visa documents to the HR Service Center (HRSC). A temporary SSN will be issued. Section 1 of the I-9 will be completed by an HRSC representative, with a box checked indicating that the employee does not yet have an SSN.
Once the employee receives their permanent SSN, they must schedule an appointment with the HRSC to present their SSN card. This information will then be updated in both E-Verify and HRMS.
