An EOR is a third-party professional employment organization that is registered to do business in a foreign country and can therefore legally employ personnel in that country on behalf of the client organization, taking on the responsibilities of contract administration, payroll processing, employer-side tax payments, mandatory payroll tax withholdings and remittances, statutory benefits management, and labor law compliance.
