At the University of Maryland, Baltimore we procure construction and facilities services in three main ways.

Public Solicitations Through Our eBID Board

Most projects over $25 million are constructed using Construction Managers (CMs), selected through an RFP process posted on eMMA and UMB’s bid board. For a list of current solicitations, visit UMB's eBID Board.

On-Call Contracts

Projects below $25 million tend to be awarded through on of our on-call programs, details of which can be found on our For Vendors page. If you are interested in working as a subcontractor for campus projects, please reach out to these on-call firms.

Cooperative Agreements

UMB engages in cooperative agreements via competitively awarded contracts  issued through entities such as state or federal agencies, local governments, or cooperative or organization established for the purpose of establishing contracts to aggregate the common requirements. UMB encourages firms to utilize these cooperative agreements which can lead to contracts with multiple agencies.

Minority Business Enterprise (MBE)

The University of Maryland, Baltimore is strongly committed to maximizing the opportunities for minority- and women- owned businesses in our procurement processes. Only by working aggressively together will we as a campus be able to meet the established goal of placing twenty-nine percent of our purchases with Maryland Department of Transportation certified minority vendors. The MBE program goal helps ensure inclusiveness for those socially and economically disadvantaged small business owners are included in our procurement opportunities directly as prime contractors or indirectly as subcontractors.
