Guiding Policy Through Expertise

The role of public health preparedness is evolving, and CHHS provides expertise to those preparing or responding to public health emergencies. From making legal and policy choices, planning decisions in the field or office, testing response plans, or answering novel health questions, CHHS is helping redefine public health emergency response.

As a Maryland State Senator deeply involved in legislation around cybersecurity, artificial intelligence, and disaster preparedness, I have had the privilege of working with the University of Maryland CHHS on several important policy initiatives. CHHS brings a rare blend of legal, technical, and operational expertise to the table - offering thoughtful, forward-looking guidance that has directly shaped legislation to make Maryland safer and more resilient. Explore the most common public policy and legislative affairs services. 

Strategic planning is the process of setting long-term goals and determining the best strategies and actions to achieve them. It involves assessing an organization’s current position, defining its vision and mission, identifying priorities, and allocating resources to guide decision-making and ensure future success.

Legislative tracking is the process of monitoring proposed laws, regulations, and policy changes as they move through the legislative process. It involves keeping up-to-date on bill introductions, amendments, hearings, votes, and outcomes to inform decision-making, advocacy, or compliance efforts.

Emergency-centric legal handbooks are effective resources which cover topics such as executive emergency powers, governmental liability and immunity, and subject areas like public health and environmental safety.

Artificial Intelligence (AI) governance refers to the frameworks, policies, processes, and oversight mechanisms put in place to ensure that AI technologies are developed and used responsibly, ethically, and in alignment with societal values and laws.
