Spending on Federal Awards
Dear UMB Research Community,
The research we conduct on behalf of the federal government is critical to advancing the University of Maryland, Baltimore’s (UMB) mission to improve the human condition and serve the public good.
We understand that there is a lot of uncertainty about the future of federally funded research. However, it is important that we uphold our contracts and spend our federal funding according to project budgets.
All researchers should follow their project budgets and spend funds accordingly. It is important to remember that we are never guaranteed to receive extensions. Recently, the National Institutes of Health has not been as forthcoming as in the past in permitting no-cost extensions (NCEs). Without an NCE, UMB would forfeit unspent funds. We do not recommend that you take this risk.
Please work closely with your school and department if you have questions about your budget and how to spend it in the current environment. If you have a question about the terms of your award or the allowability of costs, please reach out to Jill Frankenfield(Sponsored Programs Administration) and Laura Scarantino (Sponsored Projects Accounting and Compliance), copying your department chair and dean.
Please visit UMB’s Navigating Federal Orders and Guidance webpage to access an archive of UMB guidance, FAQs, and links to resources, including policy trackers.
Sincerely,
Patrick O’Shea, PhD, MS
Vice President for Research
