Brian Scruggs is the director of institutional effectiveness and research in the Office of Inclusive Excellence and Institutional Effectiveness at the University of Maryland, Baltimore (UMB). He has served in the director role since June 2026, after serving as interim director beginning Jan. 1, 2026.
In this role, Scruggs supports data-informed decision-making, institutional reporting, strategic planning, assessment, and continuous improvement across UMB. His work helps the University understand performance, meet external reporting requirements, and use evidence to strengthen programs, operations, and student success.
Scruggs brings more than two decades of experience in institutional research, data analysis, survey administration, and higher education reporting. Since joining UMB in 2012, he has led and supported major data and reporting initiatives, including federal and state reporting, student success metrics, survey design and administration, strategic planning support, and institutional compliance projects. He also serves as a campus resource for Qualtrics survey design and analysis and works closely with academic and administrative partners to translate complex data into practical information for planning and decision-making.
Before joining UMB, Scruggs worked in institutional research at Tennessee Technological University, where he supported institutional reporting, data integrity, risk assessment, and instructional cost analysis. Earlier in his career, he held research and technology roles at Vanderbilt University Medical Center’s Center for Human Genetics Research.
Scruggs earned a Master of Science and a Bachelor of Science from Mississippi State University. He is active in the institutional research community and has held leadership and representative roles with state and regional institutional research organizations. He also serves as scoutmaster for Scouting America Troop 115 in Crofton, Md.
