Collective Bargaining Agreements, MOUs, and More
At the University of Maryland, Baltimore (UMB), the term collective bargaining reflects our commitment to fair and transparent labor practices. This page provides information about the resources available to employees covered by collective bargaining agreements. You’ll find details about contracts, employee rights, and the processes that support collaborative labor-management efforts.
What is a Collective Bargaining Agreement?
Collective bargaining agreements (CBAs) are negotiated, legally binding contracts between UMB and employee unions that outline wages, benefits, working conditions, and other employment terms. These agreements serve as the foundation for maintaining strong and respectful relationships between union-represented employees and university leadership.
Memorandums of Understanding (MOUs)
UMB maintains Memorandums of Understanding (MOUs) with the following unions:
- American Federation of State, County, and Municipal Employees (AFSCME): AFSCME represents a broad range of administrative, service, and maintenance employees at UMB. MOUs with AFSCME outline mutual agreements related to employment practices not covered in the main CBA, including scheduling, job reclassifications, and special work assignments.
- Fraternal Order of Police (FOP): The FOP represents UMB sworn police officers. MOUs with the FOP provide agreements on operational issues specific to law enforcement, such as training requirements, equipment use, and duty assignments.
These MOUs supplement formal CBAs and help ensure that union and management interests are addressed proactively and collaboratively.
Grievance and Complaint Process
UMB is committed to resolving workplace concerns fairly and in accordance with established procedures. Union-represented employees may use the grievance and complaint process outlined in their respective CBAs to address issues such as contract violations, disciplinary actions, or working conditions. This section provides step-by-step guidance on filing grievances and understanding timelines and expectations.
