As a public institution, the University of Maryland, Baltimore (UMB) is subject to the Maryland Public Information Act (MPIA). MPIA allows individuals and organizations to inspect or receive copies of public records maintained by UMB, except where records are protected by law.

Requesters have the right to review records in UMB’s custody that are not otherwise exempt and to obtain copies of those records. MPIA does not require UMB to answer general informational questions or create new records to fulfill a request.

If you receive an MPIA request:

  • Do not respond to the request yourself. Forward the request immediately to the UMB Public Information Act Representative.
  • For questions or guidance, contact the Office of University Counsel at x6-5353.
  • UMB must acknowledge requests within 10 days, and there is a limited timeframe to provide records, so prompt action is critical.

UMB may recover costs for:

  • Time spent searching for records
  • Preparation and reproduction of records
  • Labor and media/mechanical processing costs

Note: The first two hours of search and preparation for inspection are not charged.

Some records are lawfully exempt from disclosure. Examples include:

  • Personnel, student, or patient information
  • Ongoing research or patent prosecution
  • Records of business organizations affiliated with UMB that are not state entities
  • Records from third-party commercial entities working with UMB
