About Quinn
When I started law school, I already had a career in public service but hadn’t yet found the specific area where I felt I could make the most meaningful impact. As I explored the course offerings, I discovered the Cybersecurity and Crisis Management Certificate program, which perfectly combined my legal interest in emerging technologies with my passion for serving the public. Once I began that academic track, I met fellow students and professionals who shared my commitment to helping individuals and communities prepare for, or prevent, their worst days. It turned out to be a great fit. Since joining CHHS, I’ve worked on several projects, but the most impactful has been contributing to the passage of Maryland’s landmark Artificial Intelligence and Governance Act in Spring 2024. My research and guidance helped shape the law’s content and structure, and my testimony to the Maryland General Assembly supported lawmakers in navigating the evolving landscape of AI regulation. I love working at CHHS because the work is mission-driven, and I have the privilege of collaborating with a team of bright, dedicated colleagues.
What would you like your clients to know about you?
I am solutions oriented in my approach to every project. Often, I ask lots of clarifying questions to further define the problem or the expected outcome; that way I can offer tailored solutions. I really like approaching a client’s project this way because it cuts to the heart of why they are seeking my counsel and expertise.
What’s something most people don’t know about you?
Most people are surprised to find out I like horror movies! I have a minor in film studies and horror is a fascinating use of the medium to explore fears, anxieties, social issues, and critiques of the zeitgeist. I watch them year-round, not just at Halloween!
How do you spend your time outside of work?
I enjoy simple pleasures savored at a slow pace, like enjoying home cooked food, taking walks outdoors, and curling up with my dog to read a good book.
