Policy Statement

With the increasing importance of fundraising as a source of institutional support, it is imperative that all persons involved in fundraising activities read and adhere to these policies and procedures.

The Office of Philanthropy (UMBOP) is responsible for the solicitation and acceptance of gifts. Contact the Office of Philanthropy’s research team at 410-706-8495 or email @DL-DAR- DEVRSCH for professional assistance with the identification of prospects and strategy development to obtain gifts while adhering to proper procedures.

Endowed funds are created from donor gifts that are accepted with the stipulation that the donor intends the fund to exist in perpetuity. The UMBF Board of Trustees has set $25,000 as the minimum funding level for an endowment, although Schools may set higher funding levels for specific purposes (e.g., endowed professorships). Memoranda of Understanding are written to create permanently named restricted funds and should only be written only with the assistance of the Office of Gift Administration (GiftAdmin@umaryland.edu).

The University of Maryland Baltimore Foundation, Inc. (“UMB Foundation”) was established in 2000 to receive, manage, and invest private gifts for the benefit of UMB and its related programs and supporting activities. The UMB Foundation is recognized by the University System of Maryland as an affiliated philanthropic support foundation. All gifts and pledges are to be administered through the UMB Foundation. Please contact the Office of Gift Administration (GiftAdmin@umaryland.edu) with any questions.

Because of the need for best practices for centralized fundraising reporting to the University System of Maryland, UMB requires that those involved in fundraising and development for the schools and units to use the same university donor development database. Database management and maintenance shall be housed jointly in the UMB Foundation and UMBOP.
