Policy Statement

With the increasing importance of fundraising as a source of institutional support, it is imperative that all persons involved in such activities read and adhere to these policies and procedures.

The Office of External Affairs (OEA) is responsible for the solicitation and acceptance of gifts. Contact OEA’s Office of Development and Alumni Relations at (410) 706-8495 for professional assistance with the identification of prospects and strategy development to obtain gifts while adhering to proper procedures.

Memoranda of Understanding are written to create permanently named restricted funds of over $25,000 and should only be written with the assistance of the Office of Resource Management (410) 706-2949. These are legally binding documents that must be very carefully executed.

The University of Maryland Baltimore Foundation, Inc. (“UMB Foundation”) was established to serve as the vehicle for the management and investment of private gifts of funds and/or property for the benefit of the schools and units of UMB. All gifts and pledges are to be administered through the UMB Foundation.

Because of the need for best practices for centralized fundraising reporting to the University System of Maryland, UMB requires that those involved in fund raising and development for the schools and units use the same campus donor development database. Database management and maintenance shall be housed jointly in the UMB Foundation and OEA.

The on-line giving site to be used for on-line gifts to UMB schools and units, or to the UMB Foundation, is www.giving.umaryland.edu, which enables donations to UMB Foundation.
