UMB welcomes visitors from around the world whose presence supports research, education, and scholarly collaboration. These visits—whether short-term or extended—are arranged by the host department or school and may require formal agreements or additional approvals depending on the visitor’s activities and level of access.

Understanding the requirements for campus visitors helps ensure compliance with University policies, sponsor expectations, and federal regulations.

When a Visitor Agreement Is Required

Unpaid visitors must sign a Visiting Scientist Agreement (VSA) if they meet either of the following conditions:

  • They will have independent access to UMB facilities (i.e., are not continuously escorted), or
  • They will perform research in a UMB facility

This requirement applies even when the visitor is affiliated with another organization, including:

  • Subrecipient collaborators
  • Collaborators from local companies

For these purposes, “unpaid visitors” are individuals whose time at UMB is compensated by:

  • Their home institution, or
  • A scholarship or fellowship not administered by UMB

The VSA addresses key institutional and compliance issues, including:

  • Confidentiality
  • Intellectual property
  • Training requirements
  • Publication rights
  • Other research-related obligations

When appropriate, the VSA may reference a subaward or other agreement that supports the visitor’s collaboration.

Any:

  • Changes to the standard VSA terms and conditions, or
  • Use of an alternative agreement

will be reviewed by the Sponsored Programs Administration (SPA) and/or the Office of Technology Transfer.

VSA Process

The host department initiates the VSA

  • All required signatures must be obtained
  • The completed agreement is then submitted to SPA for institutional signature

For brief visits where the visitor is continuously escorted, a formal agreement may not be required.

However, other University policies still apply, including:

  • Laboratory safety requirements
  • Export compliance obligations (particularly for international visitors)

When inviting an international visitor, the host department must coordinate with the Office of International Services to determine the appropriate visa type based on the visitor’s planned activities at UMB.

  • Most international research visitors will require a J-1 visa

Export Control Review

If a formal appointment for the visitor is desired, the host department is responsible for coordinating with its school’s dean’s office.
