UMB supports international research partnerships while ensuring compliance with U.S. sponsor requirements, University policies, and host-country regulations. This area addresses federal disclosure obligations, oversight of foreign relationships, and compliance considerations for research conducted abroad or with foreign collaborators.

Why International Collaborations Matter

International partnerships enrich UMB research by expanding scientific expertise, resources, and opportunities. However, collaborations with foreign institutions or individuals require careful attention to:

  • Human subjects and animal research regulations
  • Required disclosures of foreign affiliations and financial interests
  • Export controls, sanctions, and embargoes
  • Subrecipient and formal partnership agreements
  • Travel requirements and visa compliance

Proper planning ensures compliance, protects intellectual property, and supports successful project outcomes.

  • International Subrecipients: Subrecipients abroad must meet sponsor and UMB requirements. Budgets and agreements should clearly define scope of work, deliverables, and compliance responsibilities.
  • International MOUs and Agreements: Formalize collaborations with Memoranda of Understanding (MOUs) or other agreements to protect IP, define responsibilities, and document expectations.
  • Maryland Global Initiatives Corporation (MGIC): MGIC agreements may facilitate partnerships with international organizations. Consult SPA for approval and compliance.

  • Plan early to comply with sponsor, UMB, and federal requirements.
  • Consider visa types and documentation through the Office of International Services.
  • Follow NIH/Federal travel regulations (Fly America Act, Open Skies, per diem rates, etc.).
  • Review security and health advisories for the destination country.

Hosting or Collaborating with International Visitors

  • Unpaid visitors with independent access to UMB facilities require Visiting Scientist Agreement (VSA).
  • Coordinate with the Office of International Services for visa support.
  • Conduct export control review for foreign nationals.
