The UMB Conflict of Interest Office is delighted to announce the upcoming launch of the eDisclose electronic portal for the submission and review of external professional relationships and conflict of interest disclosures. eDisclose is scheduled to go live in early 2026!

eDisclose is built on the Cicero platform, which will be familiar to many UMB employees since it is the same software used by IRB and IACUC.  Training modules will be added to this page upon completion of the project.

External Professional Activities

  • All Faculty Members.    

 

State of Maryland Public Ethics Law

  • Any UMB employee with a financial interest or financial relationship with an entity doing business with UMB.    
  • Any researcher collaborating with a spouse or other family member on a research project.    

   

U.S.  PHS Funded Research

  • Anyone participating in the design, conduct or reporting of PHS funded research

   

Institutional Conflict of Interest

  • The President, Provost, Deans, Department Chairs, Division Chiefs, Center Directors, and Vice Presidents (if they have responsibility for approval, conduct, funding, or oversight of research, scholarship, or teaching at the University). 

External Professional Relationships

  • Prior approval of external relationship is required.    
  • Semi-annual updates.    

   

State Public Ethics Law

  • Prior approval is required.
    • If business agreement is in place first, a COI exemption must be granted before financial interest or relationship is assumed.    
    • If financial interest is in place first, a COI exemption must be granted before UMB may enter into a business agreement with an entity.        
  • Annual reports.    
  • Quarterly and Semi-annual as required.    

   

PHS Funded Research

  • At or before the time of submission of an application for PHS funded research or within 30 days of the discovery or acquisition of a new Significant Financial Interest    

   

ICOI Research

  • Annual: senior officials    
  • Semi-Annual: business offices

  4. Select ‘Create Account’ from the login popup, complete and submit the electronic form

 

Previously, each UMB school had its own method of storing disclosure information. Now, UMB will have one system, called eDisclose. It has many advantages, including an automated review workflow to reduce email back-and-forth. Having all UMB data in one place also makes it easier for UMB to produce mandatory reports to regulatory agencies. 

For School of Medicine faculty who have previously used eDisclose, all prior disclosures will automatically carry over to the new version of eDisclose.
