In the wake of the September 11, 2001 terrorist attacks, the University of Maryland, Baltimore recognized an urgent need for legal and policy expertise in homeland security. In response, CHHS was established on May 15, 2002, under the leadership of Founding Director Michael Greenberger.

What began as a center focused on terrorism response quickly expanded its mission. As catastrophic weather events and public health crises highlighted the growing complexity of emergency management, CHHS evolved to meet these broader challenges. Today, CHHS provides comprehensive support in planning, response, and recovery across a wide range of threats.

CHHS now offers hands-on assistance and strategic guidance in areas such as:

  • Emergency Response Planning
  • Public Health Preparedness
  • Cybersecurity
  • Artificial Intelligence
  • Continuity of Operations
  • Community Resilience
  • Public Policy and Legislative Affairs
  • Education and Academic Program Development
  • Trainings and Exercises

Our partners include public and private sector organizations in Maryland, across the United States, and around the world.

At CHHS, our mission is clear: to build resilient communities. We do this by delivering real-world expertise and innovative research that leads to customized solutions—producing immediate results and long-term impact.
