Hot Work Permit General Conditions

  1. No work shall be conducted, or equipment brought to the work area, until a hot work permit has been requested.
  2. Operations shall be restricted to the designated areas and time requested.
  3. Welding and cutting operations are prohibited in or near areas or equipment containing flammable vapors, dusts, or liquids, and on or in closed tanks or other containers that have held flammable liquids until all fire and explosive hazards have been eliminated as prescribed in the American Welding Society’s recommended procedure for welding or cutting of containers that have been held combustibles.
  4. Under no circumstances whatsoever are welding or cutting operations to be performed in or on containers, drums or tanks containing combustibles or flammable liquids, or other substances of a similar dangerous nature.
  5. The contractor’s or lessee’s personnel engaged in welding and cutting operations shall conform to all State and local municipal rules and regulations governing the licensing of same which would be applicable if the University of Maryland Baltimore were a private corporation.
  6. During a welding operation in any structure, the storage of extra cylinders of oxygen and gas shall be prohibited. These shall be brought to the scene of the operation as required.
  7. A sprinkler system must not be made inoperable during cutting and welding operations unless specific permission is granted by the University Office of the Fire Marshal. All fire alarm devices that could be affected by hot work operations shall be deactivated by University Electronics Shop. If a torch is operated within three feet of sprinklers, baffles or temporary insulating wrappings shall be used to prevent accidental sprinkler operation.
  8. Combustible materials shall be removed 35 feet from operations; otherwise, combustibles shall be protected by flame-proofed tarpaulins. If operations are to be conducted over a combustible floor, the floor shall be covered with flame-proofed tarpaulins.
  9. An extra person to watch for sparks and fire shall be provided for each single, or for multiple operations, if within 50 feet of the extra person. They shall have available at least one 10 lb. ABC extinguisher or other equipment designated by the University Office of the Fire Marshal.
  10. If operations are to be conducted through a floor, deck, ceiling, or wall opening, areas on both sides must be wetted down prior to the actual hot work operation. A fire watch shall be stationed not only at the scene of operations but also on the other side. If there are other openings within 50 feet, they shall be closed up or covered during welding operations.
  11. All areas covered by the fire watch shall be checked both one-half and one hour after completion of work for possible signs of fire.
  12. Operating equipment shall be approved by a nationally recognized laboratory or testing establishment, i.e. Underwriters’ Laboratories, Inc., or Factory Mutual Laboratories. Equipment shall be maintained in good repair and safe operating condition.
  13. Suitable barriers, protecting screens and warning signs must be used to protect the public or others not involved in the welding or cutting operations. When burning or welding occurs in proximity to occupied space, exhaust fans and flexible pipe shall be set up to dispel all undesirable smoke and fumes.
  14. Only experienced, trained, and qualified welders or operators shall be used, and all personnel shall be trained in emergency procedures and use of fire extinguishers.

Neither this permit nor any act or omission of the University of Maryland, Baltimore shall be construed to impair the obligation of any person under or in connection with any agreement with the University of Maryland or in connection with the work done.

The contractor shall not do or permit to be done any act or thing which will invalidate or conflict with any insurance policy covering any area which the contractor enters upon, and the contractor shall promptly observe, comply with and execute the provisions of any and all present and future rules, regulations, requirements, orders, and directions of the National Board of Fire Underwriters or of any other board or organization exercising, or which may exercise, similar functions which may pertain or apply to the operations of the contractor hereunder.

The contractor understands that certain areas owned or leased to the University of Maryland, Baltimore are in turn leased or licensed to third parties.  Without in any way limiting the conditions, provisions, and requirements in this permit, if the contractor requires entrance upon an area leased or under license to a third party the contractor shall make independent arrangements for such entry with any such lessee or licensee.

The contractor shall observe and obey (and compel its officers, members, employees, agents, sub-contractors, and other persons doing business with it to observe and obey) the present and future “Rules and Regulations” of the University of Maryland, Baltimore.

This permit is subject to cancellation by the University of Maryland, Baltimore immediately upon oral or written notice, in the opinion of the University of Maryland, Baltimore such action is deemed justifiable for any reason whatsoever.
