Dawn Rhodes serves as chief business and finance officer and senior vice president, overseeing UMB's $1.3 billion budget. She has 40 years of experience in finance and operations, including 30 in higher education. Since joining UMB in 2016, she has brought transparency to university finances, launched a revitalized Live Near Your Work program, created several new offices in the Administration and Finance department, including the Office of Emergency Management and the Office of Sustainability, and hired the division’s first executive director of diversity and inclusion. She has a Bachelor of Business Administration-Accounting from the University of Michigan, an MBA from the University of Toledo, and a Doctorate of Business Administration from University of Maryland Global Campus.

Scott has worked at UMB since 2012 and has more than 30 years of financial leadership experience. His responsibilities include Sponsored Projects Accounting and Compliance (SPAC); Budget and Financial Analysis (BFA); Central Administrative Support Services (CASS); Office of the Controller (OOTC); Business Applications (BA); Change Management and Advisory Services (CMAS); Strategic Sourcing and Acquisition Services (SSAS); Parking and Transportation Services (PTS); and the Donaldson Brown Riverfront Event Center.

A member of the UMB community for 14 years, Anna was named assistant vice president, Facilities and Operations, in 2023. She has over 10 years of experience implementing standard operating procedures, business process improvement, and construction project management. She is a certified project management professional and earned a BA from Penn State University and her MA from the University of Iowa.

Jon joined UMB in 2018 when he was appointed as UMB's inaugural director of emergency management. In 2023, Jon became UMB’s first assistant vice president of enterprise resilience where he now leads the Office of Environmental Health & Safety, the newly formed Office of Public and Occupational Health, and the Office of Emergency Management. Jon earned a BS in Emergency Health Science from UMBC and an MS in Emergency Management/Counterterrorism from Rochester Institute of Technology. Jon was appointed by Gov. Hogan to serve on the Governor's Emergency Management Advisory Council in 2020 and volunteers as a paramedic/firefighter in Baltimore County.

Christina serves as program specialist for the Office of the Senior Vice President. She joined Administration and Finance (A&F) in 2024 and has been with the university since 2017. She previously provided administrative support to UMB Police and Public Safety right after graduating college. She has a Bachelor of Arts in Criminology & Criminal Justice from the University of Maryland, College Park.

Lisa serves as office manager for the Office of the Senior Vice President. A member of the UMB community since 2010, she joined Administration and Finance (A&F) in 2022. She is responsible for day-to-day administrative support functions for A&F, and she provides direct administrative support to F&O, REPSM, and F&A. She also coordinates and assists with special projects and initiatives across the entire department. Prior to her time in A&F, she served as office manager and fellowship coordinator for Pediatric Critical Care. Lisa owns a Bachelor of Arts degree from Marshall University

Chief Leone joined University of Maryland, Baltimore (UMB) Police and Public Safety in 2016 after a 20-year career with the Frederick County (Md.) Sheriff’s Office. He holds a Master of Science degree in Homeland Security and Crisis Management Law from the University of Maryland Francis King Carey School of Law. He is committed to UMB’s core values and understands how a grounding in these values helps UMB Police and Public Safety remain a leader in progressive, community-oriented policing.

Latoya provides executive support to the Office of the Senior Vice President of Administration and Finance (A&F). She is a frequent project lead, planning activities and events and making sure the many moving parts of A&F are running efficiently. Her duties include helping recruit, coach, train, and mentor other administrative personnel inside and outside of UMB. Latoya has a Bachelor of Business Administration-Business Administration and Management from Strayer University and an MBA from University of Maryland Global Campus.

Malika is responsible for directing the University’s overall strategic and operational human resources (HR) functions, including Organizational and Employee Development, Employee and Labor Relations, Compensation, Benefits and Well-Being, Recruitment and Hiring, and ensuring compliance with UMB staff HR policies. She is skilled in organizational change imperatives, HR transformation, and delivering strategic value and measurable outcomes to continuously improve the human resources functions and services. She holds a BA and master’s in Public Administration and is a certified professional in human resources.

Luke is an urban planning and real estate professional with a diversity of project experiences including facilities master planning, project management, capital budgeting, space management, and real estate development. Luke oversees a variety of project types and has worked on the development of research laboratories, teaching spaces, office suites, commercial residential buildings, infrastructure improvements, and streetscaping. Luke has a BA from Eckerd College, an MS in Urban Planning from Florida State University, and a graduate certificate in Real Estate Development from the University of Maryland, College Park.

Nicole serves as executive director of diversity and inclusion. She previously served as director of diversity, inclusion, and intercultural learning at the University of Maryland School of Nursing and worked for four years as a senior organization and employee development consultant with UMB Human Resource Services. Nicole joined UMB in 2016 and holds a bachelor’s degree in Psychology from Georgetown University and a Master of Social Work degree from UMB, a master’s certificate in Instructional Design, and a second master’s certificate in Intercultural Leadership from UMB.

A member of the UMB community for 14-plus years and with 25-plus years of health care administration experience, Karen serves as chief of staff and oversees strategic projects for Administration and Finance. Previously, she worked in the University of Maryland School of Medicine as director of administration and business development in the Department of Anesthesiology and as the division administrator in the Departments of Medicine and Pediatrics. Pursuing her DBA, Karen earned her MBA from the Johns Hopkins University-Carey Business School and her MA from Loyola College in Maryland.

Dan is a graduate of Westminster College with a bachelor's degree in Political Science.

Anna has over 25 years of experience leading international programs, teams, and functions at the managerial and executive levels. She provides strategic leadership of international operations across UMB's schools and academic centers while leading UMB’s newly established International Operations department, building and managing a team of specialists and strengthening partnerships with clients and collaborating entities across the University. She holds an MA in International Affairs from the University of Denver and a BA from Whitworth University.
