ATIP Applications must provide 3 external and 3 internal reviewers.
External Reviewer COI - Conflicts for potential external reviewers are anyone within the preceding five years, who has collaborated with, co-authored a publication(s) with, and/or mentored or trained the PD/PI, one of multiple PDs/PIs, or an individual named on the application as participating with a major professional role. PLEASE NOTE: If an External Reviewer is a foreign national, you must confirm that they are eligible to be paid as an independent contractor (for honoraria purposes). Otherwise, please provide an alternate.
Internal Reviewer COI - Conflicts for internal reviewers have the same criteria as for external reviewers, but with an indefinite time limit. Additionally, we will avoid selecting reviewers from the applicant's own academic division.

UM faculty members at non-UMB schools are considered external reviewers for ATIP grants.
Also, please be prepared to provide the following information for the PI and each Co-PI (not for Co-Investigator).
We encourage applicants to establish collaborations outside of their departments and within the UM system, but it is not a requirement. Collaborations with community partners also are encouraged. Applications without such a collaborative component are allowed but will be at a competitive disadvantage.
Please submit a biosketch for the PI/Co-PI(s) and a biosketch/resume for each study team member receiving salary support. You will also need to provide a biosketch for each key individual/community collaborator.
Yes, the allowance is inclusive of fringe benefits. If seeking salary support, please include this in the budget justification form. Please note that salary support can only be applied to the UMB faculty and the maximum total amount is $7,500 ATIP grant application.
Yes, we will consider payments to an outside partnering organization, where appropriate, as a “service provider” (not as a sub-award). This expense should be justified and itemized under “Other Expenses” in the budget template form.
If the UMB graduate student is providing services essential to conduct of the project and the work is conducted at UMB, you may include the graduate student's UMB stipend cost in your budget justification. Tuition fees are not permitted.
Yes. Salary support can be requested for UMB study team personnel instrumental to the success of the project. Salary support for the PI and/or Co-PI(s), however, is limited to no more than $7,500 total.
ATIP awards should not be considered supplements to existing grants, but as a mechanism to foster collaborations and generate new data that will result in new grants. We will consider an application to be used in conjunction with an existing grant if it shows the ATIP project could successfully leverage a new award or award renewal. As we give priority to collaborative projects, existing grants that do not involve collaborations with UMB/UM school system colleagues are at a competitive disadvantage.
Yes, you may apply for an ATIP grant with an overlapping project as long as a funding decision has not been made by the other organization. That is, for external grants submitted at around the same time as ATIP and for the same project (where there is budgetary overlap), our policy is that if the ATIP funding decision precedes that of another grant, the ATIP grant would be awarded. However, if the submitted project is funded by another entity prior to the ATIP funding decision, then the applicants should notify us and the ATIP application would not be considered for funding for that round.
No, the application may be submitted directly by the Principal Investigator (PI).
