Vulnerable Populations:  Emergency

Preparedness Conference

A McCormick Tribune Foundation Conference Series

November 5-7, 2007



In partnership with the McCormick Tribune Foundation, the University of Maryland Center for Health and Homeland Security hosted a conference entitled Vulnerable Populations: Emergency Planning, November 5-7 in Washington, D.C. Hurricanes Katrina and Rita underscored the need to include vulnerable populations – the poor, the isolated, the elderly, the disabled, children, immigrants, and refugees in emergency planning. Researchers, advocates, and emergency responders from across the country convened at this conference to assess the status of emergency preparedness for vulnerable populations. Conference participants developed a National Action Plan designed to ensure that vulnerable populations are prepared in the event of a catastrophic emergency.

  • We are pleased to announce the launch of our new blog!


    The blog is designed to facilitate communication and to serve as a clearing house for the response and follow up to the Vulnerable Populations Conference. Here, you can submit your comments on the Outline of Summary Conclusions, presented the last day of the conference. Moving forward, you will also be able to access e-newsletters, updates on the National Action Plan, and opportunities to engage in various policy, funding, and research initiatives concerning vulnerable populations.
