Job Announcement

The University of Maryland Center for Health and Homeland Security ("CHHS") is actively recruiting for 3-5 law and/or policy analyst and staff attorney positions. Applicants must be either be law school graduates and either a member of or applying to a state bar; or hold advanced degrees in the medical and public health professions. CHHS will also consider candidates who are certified first responders with substantial field and training experience in emergency response.

This position is particularly suited for candidates with 0-3 years experience. For lawyers a background in constitutional and/or health care law is beneficial, but not required.  Applicants with strong writing and research skills are encouraged to apply. CHHS plans on hiring up to five analysts or attorneys through this posting.

Analysts and attorneys are assigned to work with Maryland governmental entities on issues concerning the prevention of, and response to, public health catastrophes. Among the agencies with which CHHS personnel with in this capacity are: the Maryland Emergency Management Agency; the Maryland Department of Health and Mental Hygiene; the Maryland Attorney General's Office; the Governor's Office of Homeland Security; the Administrator of the Maryland Courts; the President of the University of Maryland Baltimore; and Baltimore City Public Health Department. Among CHHS personnel responsibilities are advising these institutions on relevant laws and policies.  CHHS personnel are also engaged in advising Maryland agencies on compliance with several Homeland Security Presidential Directives addressing, inter alia, the National Incident Command System; the National Recovery Plan, and the protection of Critical Infrastructure and Key Assets within the State, as well as Cybersecurity. CHHS also recently began work on Continuity of Operations planning and training for states through a grant from the Department of Homeland Security.

CHHS personnel are at times called upon to draft: (1) legislation to be introduced in the General Assembly and in county and city councils concerning improving governmental responses to public health emergencies; (2) memoranda of understanding between governmental and private entities to assure the sharing of assets in the event of public health emergencies; and assist the State of Maryland in developing budgets and grant applications concerning homeland security.

CHHS personnel are supervised by Professor Michael Greenberger of the University of Maryland School of Law, who is the director of CHHS. In addition, they may be called upon to assist Professor Greenberger in designing and running training programs for, inter alia, governmental lawyers and health professionals on legal issues relating to governmental responsibilities in public health emergencies. They may also provide academic support for Professor Greenberger with regards to legal writing and course preparation.
