Past CHHS Events:  

  • In November 2007, a CHHS Staff Attorney and a CHHS Law and Policy Analyst participated in a meeting of the Maryland Judicial Council, the principal policy advisory committee to the Chief Judge of the Court of Appeals of Maryland.  They discussed criminal procedure issues that might be particiularly affected by an emergency.  The Council consists of judges from each court level and provides policy advice to the entire Maryland judicial system.

  • CHHS, in partnership with the McCormick Tribune Foundation, hosted a conference entitled, "Vulnerable Populations:  Emergency Planning" from November 5-7, 2007 in Washington, D.C.

  • The CHHS Director spoke to the Cabinet of the Cabinet of the Maryland Judicial Council on October 17, 2007 and the Maryland Judicial Council itself on October 18, 2007 about the Maryland Public Health Emergency Law Bench Book confidential draft prepared for the Maryland judiciary by CHHS.  The Diretor also spoke about Continuity of Operations Plans prepared by CHHS for the Annapolis Court Complex.

  • CHHS staff kicked off their work on the University of Maryland, Baltimore (UMB) campus Continuity of Operations (COOP) plan with a presentation to the Deans of the UMB professional schools (following the endorsement of University President David J. Ramsay, DM, DPhil) at the monthly Dean's meeting held on October 3, 2007.  CHHS staff were recently retained to create this emergency preparedness plan for the campus and began by providing the Deans with the project basics and timeline at this meeting.  Staff will create COOP plans for each of the graduate schools over the next year.

  • The CHHS Director introduced Alan B. Morrison, a U.S. Supreme Court advocate and co-founder of Public Citizen Litigation Group, for the School of Law's annual U.S. Supreme Court event.  The event took place on Sept. 26, 2007 at the School of Law.  Morrison is regarded as one of the most respected lawyers to argue before the U.S. Supreme Court.  He has extensive practice before the Court, having argued twenty times.

  • The CHHS Director moderated a panel to commemorate the sixth anniversary of 9/11 on Sept. 12, 2007.  The panelists consisted of University of Maryland School of Law graduates working in the field of homeland security and included the CHHS Associate Director. 

  • Two CHHS Law and Policy Analysts attended a press conference held by Baltimore Mayor Sheila Dixon on August 30, 2007 to release information about the Urban Area Security Initiative (UASI) grant award Baltimore received and the fact that Baltimore received a 100% on their application for a UASI grant.  The two CHHS Law and Policy Analysts who attended the press conference were two of the three people who wrote the grant application.

  • The CHHS Director participated in two panels during the American Bar Association's Annual Meeting in San Francisco, California in August 2007.  The first panel the Director spoke on was hosted by the Special Committee on Bioethics and the Law and took place on August 11, 2007.  This panel was titled, "I Bought My Ticket, Why Can't I Fly?  Public Safety Versus Personal Freedom."  The second panel the Director spoke on was hosted by the ABA's Section of Public Contract Law and was titled, "Emerging Biodefense Issues:  Legislative, Contractual, and Risk Allocation."  This panel took place on August 12, 2007.  The Director also briefed the Special Committee on Bioethics and the Law on the work of CHHS on August 11, 2007.

  • A CHHS Staff Attorney participated in the planning of the Maryland Rail Security Forum, which was held on July 12, 2007 at the BWI Marriott.  The event was hosted by the Anti-Terrorism Advisory Council of Maryland (ATAC), the police agencies of the Maryland Department of Transportation (MDOT), and the Transportation Security Administration.  The forum was held to unite federal, state, and local law enforcement representatives and enhance emergency response coordination, information sharing, and rail security intelligence in Maryland.  The keynote address was given by FBI Assistant Director of Public Affairs John Miller. 

  • The CHHS Director served as facilitator during the 2007 National Summit on Public Health Legal Preparedness held at the Centers for Disease Control and Prevention in Atlanta, Georgia from June 18-20, 2007.  The purpose of the event was to assess public health emergency legal preparedness, identify legal preparedness "best practices," and create a shared agenda for action to stregthen the legal preparedness of the public health system for emergencies of all kinds.

  • A CHHS Senior Law and Policy Analyst gave a two-hour presentation on Continuity of Operations (COOP) Planning for representatives of nonprofit entities in the Washington, D.C. area.  Both the Senior Law and Policy Analyst and a CHHS Staff Attorney then facilitated the interaction between the nonprofit representatives and the volunteers from the Deloitte Touche Tohmatsu company to compile and organize data about their respective entities so they could begin developing their own COOP plans.  This project was part of "Deloitte IMPACT Day - A Roadmap to Preparedness:  Connecting the National Capital Region's Nonprofit Community," held on June 8, 2007.  The Deloitte company, with a grant from their Problem Solvers Fund, and the partnership of The Nonprofit Roundtable of Greater Washington, were both involved in this project.

  • A CHHS Law Fellow gave a presentation during the 10th Annual All-Hazards Emergency Management Higher Education Conference which was held from June 4-7, 2007 at the Emergency Management Institute in Emmitsburg, Maryland.  The Law Fellow's presentation was titled, "Information Sharing and Emergency Collaboration Manual for Children in Foster Care During Disaster Events."  The conference was sponsored by the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS.)

  • A CHHS Staff Attorney attended a plenary meeting of the Maryland Anti-Terrorism Advisory Council (ATAC) on May 23, 2007.  U.S. Attorney for the District of Maryland Rod Rosenstein made a presentation, and representatives of the U.S. Coast Guard and the Maryland National Guard provided briefings.

  • CHHS Staff gave a presentation at a conference of Circuit Court Clerks and Court Administrators  on May 7, 2007 on Kent Island.  Staff reported on the status of a Continuity of Operations (COOP) Planning project for the Maryland Court of Appeals, the the Maryland Court of Special Appeals, the Administrative Office of the Courts, and for each of the Maryland courthouses across the state. 

  • Two CHHS Law and Policy Analysts participated in "Restoration 2007:  Innovation, Networks and Leadership for Post-Disaster Recovery."  The conference took place in New Orleans from May 2-5, 2007.  One of the Law and Policy Analysts served on the strategic advisory committee for the event, which was created in the wake of Hurricane Katrina and is the first national conference for local government and community leaders focused on long-term social and economic recovery after a disaster.

  • The CHHS Director presented, "Everything You Always Wanted to Know About the War on Terror But Were Afraid To Ask" at the law offices of Whiteford Taylor Preston LLP on May 2, 2007.  Alumni from the University of Maryland School of Law were invited to attend this event which was part of the University of Maryland School of Law Alumni Association's Brown Bag Lunch Series.

  • Center staff held a kick-off for the Frederick County District and Circuit Courts Continuity of Operations (COOP) planning process on Dec. 15, 2006.

  • Center staff held a kick-off for the Prince George's County Circuit Court Continuity of Operations (COOP) planning process on Dec. 13, 2006.
  • Center staff held a kick-off for the Prince George's County District Court's Continuity of Operations (COOP) planning process on Dec. 8, 2006.  Center staff are in the early stages of working on a Continuity of Operations (COOP) planning project for the Maryland Court of Appeals, the Maryland Court of Special Appeals, the Administrative Office of the Courts, and for each of the Maryland courthouses across the state.

  • A CHHS Staff Attorney spoke to members of the Marshall Center during a presentation at the Office of the Secretary of State in Annapolis, Maryland on Dec. 6, 2006.  The Staff Attorney spoke about international cooperation in homeland security and defense.

  • A CHHS Staff Attorney discussed the implementation of the national infrastructure protection plan at the 2006 Department of Homeland Security Office of Grants and Training National Conference held at the Capital Hilton in Washington, D.C. on Nov. 28, 2006. 

  • A CHHS Law and Policy Analyst participated in the MARC Safety Drill at Camden Station on November 21, 2006.  Maryland Transit Administration (MTA) Police and Maryland Transportation Authority (MdTA) Police learned about railroad safety and hazards and procedures to take in an emergency.  Various scenarios involving approaching and evacuating a MARC train were demonstrated.  Additionally, the Montgomery County SWAT Team conducted a storm drill.

  • Several CHHS staff members met with 50 members of the Maryland Judicial System on Nov. 14, 2006 in Annapolis, Maryland at the Judicial Training Center to introduce them to Continuity of Operations (COOP) planning.  Center staff are in the early stages of working on a Continuity of Operations (COOP) planning project for the Maryland Court of Appeals, the Maryland Court of Special Appeals, the Administrative Office of the Courts, and for each of the Maryland courthouses across the state.

  • A CHHS Staff Attorney spoke at the Pandemic Influenza Symposium on Nov. 14, 2006 about Continuity of Operations (COOP) planning for the state of Maryland.  The event took place in Annapolis, Maryland and was hosted by the Anne Arundel County Health Department and the Annapolis and Anne Arundel County Chamber of Commerce, Inc.

  • The CHHS Director spoke during a pre-conference session held as part of the 8th Annual Solo & Small Firm Practice Conference at The BWI Marriott. The Director's talk took place at 8:30 a.m. on November 10, 2006. His talk was titled, "Disasters:  The Big Picture and Their Real Impact." The event was sponsored by The Maryland State Bar Association Solo & Small Firm Practice Section & MICPEL.

  • A CHHS Staff Attorney attended a MARC Safety Drill at Camden Station on November 9, 2006.  The Montgomery County Police SWAT Team demonstrated how to storm and secure a train under attack.  Participants, who included officers from the Maryland Transportation Authority Police, learned about railroad safety hazards and how to access and disable MARC trains.

  • The CHHS Director spoke during a session titled, "Using Legal Preparedness to Build Partnerships with the Private Sector," at the Public Health Partners Breakfast on Nov. 6, 2006 at the annual meeting of the American Public Health Association (APHA) in Boston.

  • The CHHS Director was a panelist for a session titled, "The Bush Administration's Warrantless Wiretapping Program."  The session took place during an event held by the Legal Affairs Committee at the Cosmos Club in Washington, D.C. on the evening of November 1, 2006.

  • The CHHS Director attended a planning committee meeting on October 20, 2006 for the Center for Disease Control's June 2007 meeting on public health legal preparedness, focusing on public health emergencies. This meeting was held in Atlanta, Georgia.

  • A CHHS Staff Attorney participated in the Third Congressional District High School Constitutional Seminar, sponsored by Congressman Benjamin L. Cardin.  The Seminar was held at the University of Baltimore School of Law on October 20, 2006, and focused on warrantless domestic electronic surveillance.

  • A CHHS Staff Attorney discussed legal issues related to disaster response at the Maryland State Bar Association's Bar Presidents Conference, held October 19-21, 2006 in Ocean City, Maryland.

  • The CHHS director spoke during the Middle Atlantic Regional Center of Excellence in Biodefense and Emerging Infectious Disease Research (MARCE) fall meeting on October 18, 2006 at the University of Virginia, Charlottesville.  His presentation was on Bioshield and commercialization issues.

  • The CHHS Director, Associate Director, and two Staff Attorneys spoke during various sessions at the All Hazards Forum in Baltimore which ran from October 10-12, 2006.  The All Hazards Forum is an annual event that brings together both public and private stakeholders to share information from a regional perspective, build relationships, provide training, and collectively produce the annual All Hazards Forum Report, which serves as the key deliverable of the forum.

  • CHHS Director spoke at the Boston University School of Law Conference entitled "Extraordinary Powers in Ordinary Times" on September 29-30, 2006.

  • CHHS Director gave a presentation on federalism issues and participated on the panel discussion "Responding to Large Scale Disasters Within the Framework of the Constitution," at the Mississippi College Law Review's Symposium entitled "Hurricane Katrina: A Legal Symposium Examining the Impact of America's Largest National Disaster from Waveland, Mississippi to Washington, D.C.," on August 29, 2006.

  • A CHHS Senior Law and Policy Analyst traveled to Skopje, Macedonia to deliver a presentation at NATO's "Strengthening National Public Health Preparedness and Response" course entitled "Using the Law to Prepare for and Respond to Public Health Emergencies."

  • CHHS Director participated as a panelist in the 30th annual Health Law Teachers Conference at the University of Maryland School of Law,  June 1-3, 2006.  The panel was entitled: "Public Health: The Next Pandemic."

  • CHHS Law Fellows traveled to New Orleans May 16-17 to participate in "Restoration 2006," a conference focusing on economic and community recovery in the wake of a natural or man-made disaster.  The Fellows presented the Continuity of Operations Workshop, an all-day event aimed at training state and local governments how to develop a continuity of operations plan. 

  • CHHS Director participated on a panel at the Howard County Pandemic Flu Summit on May 16, 2006, an event co-sponsored by CHHS.  The Director spoke as part of the Community Impacts Panel, and addressed potential system breakdowns and community response in the event of a pandemic flu.

  • CHHS Director participated in the panel entitled: "Katrina and Immigrant Communities: Silent Victims of Hurricanes Katrina and Rita," at the Maryland Legal Services Conference in Baltimore on May 10, 2006.

  • CHHS Director debated the issue of presidential authority to designate the Department of Defense as the lead federal agency in responding to catastrophic disasters at the NORAD & USNORTHCOM Legal Conference entitled "A Perfect Storm: States, Federal Agencies & the Role of NORAD & USNORTHCOM in Disaster Response Operations," held April 18-20, 2006 in Colorado Springs, Colorado. 

  • CHHS Director participated in the plenary panel for the American Constitution Society's 2006 Access Justice Symposium at Boalt Hall in Berkeley, California April 8, 2006 at 9:00 a.m.  The panel addressed: "Post 9/11 Access to Justice Issues."

  • CHHS Director was a featured speaker as part of the Distinguished Speaker Series at the University of Toledo College of Law, on April 5, 2006.  The talk was entitled: "Katrina, Avian Flu, and Anthrax Attacks: Who is in Charge of National Public Health Catastrophes?"

  • A CHHS Law Fellow presented "Inner-City Emergency Preparedness: Who Should Be In Charge?" as part of the Access and Allocation to Disaster Relief panel at the DePaul University Journal of Health Care Law Annual Symposium on March 31, 2006.  The Symposium was entitled "Shaping a New Direction for Law and Medicine: An International Debate on Culture, Disaster, Biotechnology & Public Health."

  • A CHHS Law Fellow delivered a poster presentation at the Third Annual Meeting of the Regional Centers of Excellence in Biodefense and Emerging Infectious Diseases Research on March 27, 2006, in New York City.  The title of the presentation was "Project Bioshield, Was $5.6 Billion Enough?," and discussed problems with the Project Bioshield Act of 2004.

  • CHHS Director delivered the keynote address at the Summit on Public Health and Law Conference on March 16, 2006 from 12:30 p.m. to 1:30 p.m. in Indianapolis, Indiana.  The topic of the address was "National Public Health Catastrophes: Who Is In Charge?" 

  • CHHS Associate Director addressed participants in the Marshall Center's Leaders Program in Advanced Security Studies on March 8, 2006, in Annapolis, Maryland.  The talk covered emergency planning at the state and local level and how it relates to homeland security.  Secretary of State Mary D. Lane and Adjutant General Bruce F. Tuxill also spoke at the event. 

  • CHHS Director participated as a panelist in the Administrative Law Review's Annual Symposium: "Cracks in the System: the Adequacy of U.S. Healthcare Regulation in a Global Age," which was held at American  University's Washington College of Law on March 2, 2006.  The panel was entitled "Public Health Preparedness for Times of Crisis."

  • CHHS Director moderated a panel discussion sponsored by the American Constitution Society and the Center for American Progress entitled: "Warrantless Domestic Surveillance: Its Roots and Where We Go From Here."  The discussion was March 1, 2006 at 12:30 p.m. at the Center for American Progress in Washington, D.C. 
  • CHHS Director participated as a panelist in the Administrative Law Review's Annual Symposium: "Cracks in the System: the Adequacy of U.S. Healthcare Regulation in a Global Age," which was held at American  University's Washington College of Law on March 2, 2006.  The panel was entitled "Public Health Preparedness for Times of Crisis".

  • CHHS Director moderated a panel discussion sponsored by the American Constitution Society and the Center for American Progress entitled: "Warrantless Domestic Surveillance: Its Roots and Where We Go From Here."  The disucssion was March 1, 2006 at 12:30 p.m. at the Center for American Progress in Washington, D.C. 

  • CHHS Director was the featured speaker and gave a lecture entitled "Responding to Public Health Catastrophes: Who is in Charge Here or Does it Matter?" on February 21, 2006, as part of the University of Pittsburgh Medical Center's Biosecurity Evening Lecture Series.

  • CHHS Associate Director testified on Tuesday, February 7 and Thursday, February 9, 2006 in Annapolis, in support of the Task Force to Study Gubernatorial Succession in Maryland.

  • CHHS Associate Director toured the new Dental School facility with Dennis Shrader, Director of the Maryland Office of Homeland Security, on January 30, 2006.  The Dental School is considering becoming an emergency response center in the event of a catastrophic disaster.  See the March 2006 edition of UMB's Voice, page 2, for more.

  • A CHHS Law Fellow spoke about liability issues at a meeting for the Baltimore City Medical Reserve Corps on January 18, 2006.

  • CHHS Director participated as a panelist in the American Public Health Association's 133rd Annual Meeting, held December 10-14, 2005 in Philadelphia, Pennsylvania.  The session was entitled: "APHA Past President Session: The Legal Framework for Responding to Catastrophic Public Health Emergencies."

  • CHHS Director participated in the American Bar Association Institute for Homeland Security Program as a panel moderator on January 20, 2006, in Washington D.C.

  • CHHS Director participated in the Silver Spring Citizens Advisory Board Committee meeting on November 21, 2005.  The meeting addressed the County's preparedness for various threats, including avian flu.

  • CHHS Director spoke about the Hurricane Katrina response to the Office of the Attorney General on November 18, 2005.  The session was entitled: "Who's in Charge?: An Examination of State Emergency Response Efforts After Katrina."

  • CHHS Law Fellow spoke about liability issues at a meeting for the Baltimore City Medical Reserve Corps on November 3, 2005.

  • CHHS Law Fellow spoke at the Middle Atlantic Parking Association / Parking Association of the Viriginias Annual Joint Conference entitled "The Future is Now", regarding the impact of homeland security issues on parking (October 24, 2005).

  • A CHHS Law Fellow spoke at the Maryland Crime Prevention Association's annual conference in Ocean City, MD (October 19, 2005).

  • CHHS Director discussed some of the legal ramifications of antiterrorism and homeland security initiatives at the MedChi Annual Convention (October 14, 2005).

  • A CHHS Law Fellow attended the Security Communications Conference at Anne Arundel Community College to discuss crisis management with state, federal, and county officials and defense contractors (October 14, 2005)

  • The Director of CHHS gave a talk from 12-2pm at the Maryland Bar Center about "Emergency Preparedness" to the Pro Bono Coordinating Council of the Maryland Pro Bono Resource Center of the Maryland Bar Association (September 27, 2005)

  • The Associate Director of CHHS travelled to Guadalajara, Mexico as part of the Maryland-Jalisco Security States Security Delegation (September 21-24, 2005).

  • Maryland Public Health Emergency Legal Handbook Tabletop Exercise - The CHHS director moderated, in conjunction with the Office of the Attorney General for the Maryland Department of Health and Mental Hygiene, a tabletop exercise which, through the use of a hypothetical situation, is designed to assess the effectiveness of the new Maryland Public Health Emergency Legal Handbook. (June 16, 2005)

  • CHHS law fellows assisted in the preparation and presentation of "COOP/COG Best Practices" at the 2005 Emergency Management Directors Conference "The Business of Emergency Management" in Ocean City, Maryland (May 23-27, 2005)

  • CHHS director participated in panel discussion on April 15 entitled "The Supreme Court and the War on Terror" at the United States Military Academy, 2nd Annual Law & Terrorism Conference (April 13-15, 2005)

  • Maryland Public Health Emergency Legal Handbook Training Session - The CHHS director conducted, in conjunction with the Office of the Attorney General for the Maryland Department of Health and Mental Hygiene, a training session to familiarize judges and attorneys from across Maryland with the new Maryland Public Health Emergency Legal Handbook.  This handbook represents a compilation of the applicable statutes, case law, and attorney general opinions which may be needed to combat a public health emergency in Maryland.   • CHHS director attended the MARCE (Mid-Atlantic Regional Center of Excellence) Fall General Meeting (November 4 to November 5, 2004)

  • CHHS director presented "Indefinite Material Witness Detention Without Probable Cause: Thinking Outside the Fourth Amendment" at Tracking Terrorism in the 21st Century: A National Symposium on the Roles of Science and Law in Detecting, Investigating and Adjudicating Political Violence at The Cyril H. Wecht Institute of Forensic Science and Law at Duquesne University (October 23, 2004)

  • The Final Report of the National Commission on Terrorist Attacks: Strengthening the United States to Meet the Threat of Terror.  Jamie S. Gorelick, Commissioner, National Commission on Terrorist Attackes Upon the United States; Partner, Wilmer, Cutler, Pickering, Hale & Dorr; Formerly Deputy Attorney General of the United States and General Counsel to the Department of Defense discussed the 9/11 commission report.  (September 29, 2004)

  • Supreme Court Advocates Program: Supreme Court Advocates Discuss Their Recent High Profile Victories In the Enemy Combatant / Terrorism Cases.  Thomas Wilner, Partner, Shearman & Sterling, LLP (Lead Supreme Court Counsel Al Odah v. United States (Guantanamo Bay Detainees)) and Frank W. Dunham, Jr., Federal Public Defender, Eastern District of Virginia (Argued Hamdi v. Rumsfeld (U.S. Enemy Combatants)) discussed their litigation strategies and analyzed the Supreme Court decisions.  (September 22, 2004)


  • Terrorism and Trauma Conference.  CHHS director chaired a discussion on whether policies aimed at protecting the homeland conflict with policies intended to protect privacy rights.  Additionally, CHHS director moderated a panel of distinguished scholars as they examined governmental responses to health security issues.  (September 20-22, 2004)


  • Symposium: Eliminating Legal, Regulatory, and Economic Barriers to Biodefense Vaccine Development (June 4, 2004)
  • The CHHS Director spoke during a Health and Security Policy Briefing Series titled, "Is the Homeland Prepared?  The Strategic National Stockpile" on May 1, 2007 at the University of Chicago Gleacher Center.

  • A CHHS Law and Policy Analyst spoke at "Children and the Law After the Katrina Disaster:  An Interdisciplinary Conference on Young Evacuees."  The conference took place at the University of Houston Law Center on April 20, 2007.  The Law Fellow's presentation was titled, "Information Sharing Manual for Children in Foster Care After Disasters."

  • A Senior Law and Policy Analyst and a Law and Policy Analyst conducted a half day Continuity of Operations (COOP) Planning training pre-conference seminar at the EDUCAUSE Security 2007 conference in Denver, Colorado on April 10, 2007.

  • A CHHS Staffer currently assigned to the District of Columbia Emergency Management Agency as the Deputy Director of the National Capital Region Homeland Security Grants and Programs Management Office, attended the National Urban Areas Conference from April 9-12, 2007 in Miami, Florida.  The event was organized and hosted by the Miami and Charlotte urban areas.

  • A CHHS Staffer currently working at the Maryland Department of Transportation on public safety communications interoperability issues in Maryland and in the National Capital Region, attended a conference, titled "Interoperability for Informed Emergency Responses."  The event was held in Washington, D.C. on March 15, 2007 and was co-hosted by COMCARE, the American Red Cross, and the Network Centric Operations Industry Consortium. 

  • CHHS Senior Law and Medical Consultant Darren Mareiniss, M.D., J.D., M.Be gave a talk at the American College of Legal Medicine Annual Meeting in Orlando, Florida on March 3, 2007.  Dr. Mareiniss' talk was titled, "A Comparison of the Cruzan and Schiavo cases:  the Burden of Proof, Due Process and Autonomy in the Persistently Vegetative Patient."

  • The CHHS Director spoke about post 9/11 law at a conference at Syracuse University College of Law on March 1, 2007.  The Director spoke to members of the American Constitution Society and the College of Law community.

  • A Staff Attorney assisted in setting up a Rail and Transit Security Meeting on March 1, 2007 in Columbia, Maryland.  Sponsored by Maryland's Anti-Terrorism Advisory Council (ATAC), the meeting brought together over forty police officers from agencies with jurisdiction over the MARC rail to develop a framework for coordinating and improving rail security in Maryland.  Each agency designated a liaison for rail and transit security.  Additionally, participants began planning for a larger rail security conference, which was held in July 2007.

  • The CHHS Director facilitated a conference hosted by The Middle-Atlantic Regional Center for Excellence for Biodefense and Emerging Infectious Diseases Research (MARCE) on catastrophe regional preparedness.  The event was held on February 27, 2007 at the Sanford Auditorium, Uniformed Services University for the Health Sciences in Bethesda, Maryland.  The conference was titled, "Is Anyone or Everyone in Charge?  Responding to Regional Catastrophe Public Health Events.'

  • CHHS Senior Law and Medical Consultant Darren Mareiniss, M.D., J.D., M.Be, gave a talk at the National Press Club in Washington, D.C. on Feb. 7, 2007 at the American Public University System/American Military University's Homeland Security Symposium-Pandemic Flu.  Dr. Mareiniss' talk was titled, "Case Study of Pandemic Flu:  An Assessment of the Potential Effects of an Influenza Pandemic on Local Communities."

  • CHHS Senior Law and Medical Consultant Darren Mareiniss, M.D., J.D., M.Be, made a presentation on a panel with Carolyn Ortwein of the National Center of State Courts on Feb. 6, 2007 at The Conference of Chief Justices Midyear Meeting in New Orleans.  Dr. Mareiniss spoke primarily about pandemic planning.

  • The CHHS Director spoke during a press conference held on January 24, 2007 at City Hall in Baltimore.  The Baltimore City Healthcare Facilities Mutual Aid System Memorandum of Understanding (MOU) was announced at the press conference.  This is an historic agreement signed by the city hospitals for coordination in the event of a bioterrorist attack or other public health catastrophe.  The CHHS Director spoke about how important it is for a large city like Baltimore to have a plan to coordinate its otherwise diverse acute care facilities.

  • The CHHS Director spoke during a panel discussion for EDUCAUSE on January 19, 2007 in Baltimore.  EDUCAUSE is a non-profit  organization whose mission is to advance higher education by promoting the intelligent use of information technology.  The CHHS Director spoke on a panel titled, "The Impact of Homeland Security Issues on Higher Education."

  • Center staff held a kick-off for the Frederick County District and Circuit Courts Continuity of Operations (COOP) planning process on Dec. 15, 2006.

  • Center staff held a kick-off for the Prince George's County Circuit Court Continuity of Operations (COOP) planning process on Dec. 13, 2006.

  • Center staff held a kick-off for the Prince George's County District Court's Continuity of Operations (COOP) planning process on Dec. 8, 2006.  Center staff are in the early stages of working on a Continuity of Operations (COOP) planning project for the Maryland Court of Appeals, the Maryland Court of Special Appeals, the Administrative Office of the Courts, and for each of the Maryland courthouses across the state.

  • A CHHS Staff Attorney spoke to members of the Marshall Center during a presentation at the Office of the Secretary of State in Annapolis, Maryland on Dec. 6, 2006.  The Staff Attorney spoke about international cooperation in homeland security and defense.

  • A CHHS Staff Attorney discussed the implementation of the national infrastructure protection plan at the 2006 Department of Homeland Security Office of Grants and Training National Conference held at the Capital Hilton in Washington, D.C. on Nov. 28, 2006. 

  • A CHHS Staff Attorney participated in the MARC Safety Drill that took place at Camden Station on Nov. 21, 2006. Maryland Transit Administration (MTA) Police and Maryland Transportation Authority (MdTA) Police learned about railroad safety and hazards and procedures to take in an emergency.  Varioius scenarios involving approaching and evacuating a MARC train were demonstrated.  Additionally, the Montgomery County SWAT Team conducted a storm drill.

  • A CHHS Staff Attorney attended a MARC Safety Drill at Camden Station on November 9, 2006.  The Montgomery County Police SWAT Team demonstrated how to storm and secure a train under attack.  Participants, who included officers from the Maryland Transportation Authority Police, learned about railroad safety hazards and how to access and disable MARC trains.

  • The CHHS Director spoke during a session titled, "Using Legal Preparedness to Build Partnerships with the Private Sector," at the Public Health Partners Breakfast on Nov. 6, 2006 at the annual meeting of the American Public Health Association (APHA) in Boston.

  • The CHHS Director was a panelist for a session titled, "The Bush Administration's Warrantless Wiretapping Program."  The session took place during an event held by the Legal Affairs Committee at the Cosmos Club in Washington, D.C. on the evening of November 1, 2006.

  • The CHHS Director attended a planning committee meeting on October 20, 2006 for the Center for Disease Control's June 2007 meeting on public health legal preparedness, focusing on public health emergencies. This meeting was held in Atlanta, Georgia.

  • A CHHS Staff Attorney participated in the Third Congressional District High School Constitutional Seminar, sponsored by Congressman Benjamin L. Cardin.  The Seminar was held at the University of Baltimore School of Law on October 20, 2006, and focused on warrantless domestic electronic surveillance.

  • A CHHS Staff Attorney discussed legal issues related to disaster response at the Maryland State Bar Association's Bar Presidents Conference, held October 19-21, 2006 in Ocean City, Maryland.

  • The CHHS director spoke during the Middle Atlantic Regional Center of Excellence in Biodefense and Emerging Infectious Disease Research (MARCE) fall meeting on October 18, 2006 at the University of Virginia, Charlottesville.  His presentation was on Bioshield and commercialization issues.

  • The CHHS Director, Associate Director, and two Staff Attorneys spoke during various sessions at the All Hazards Forum in Baltimore which ran from October 10-12, 2006.  The All Hazards Forum is an annual event that brings together both public and private stakeholders to share information from a regional perspective, build relationships, provide training, and collectively produce the annual All Hazards Forum Report, which serves as the key deliverable of the forum.

  • CHHS Director spoke at the Boston University School of Law Conference entitled "Extraordinary Powers in Ordinary Times" on September 29-30, 2006.

  • CHHS Director gave a presentation on federalism issues and participated on the panel discussion "Responding to Large Scale Disasters Within the Framework of the Constitution," at the Mississippi College Law Review's Symposium entitled "Hurricane Katrina: A Legal Symposium Examining the Impact of America's Largest National Disaster from Waveland, Mississippi to Washington, D.C.," on August 29, 2006.

  • The CHHS Director spoke during a Health and Security Policy Briefing Series titled, "Is the Homeland Prepared?  The Strategic National Stockpile" on May 1, 2007 at the University of Chicago Gleacher Center.

  • CHHS Director participated as a panelist in the 30th annual Health Law Teachers Conference at the University of Maryland School of Law,  June 1-3, 2006.  The panel was entitled: "Public Health: The Next Pandemic."

  • CHHS Law Fellows traveled to New Orleans May 16-17 to participate in "Restoration 2006," a conference focusing on economic and community recovery in the wake of a natural or man-made disaster.  The Fellows presented the Continuity of Operations Workshop, an all-day event aimed at training state and local governments how to develop a continuity of operations plan. 

  • CHHS Director participated on a panel at the Howard County Pandemic Flu Summit on May 16, 2006, an event co-sponsored by CHHS.  The Director spoke as part of the Community Impacts Panel, and addressed potential system breakdowns and community response in the event of a pandemic flu.

  • CHHS Director participated in the panel entitled: "Katrina and Immigrant Communities: Silent Victims of Hurricanes Katrina and Rita," at the Maryland Legal Services Conference in Baltimore on May 10, 2006.

  • CHHS Director debated the issue of presidential authority to designate the Department of Defense as the lead federal agency in responding to catastrophic disasters at the NORAD & USNORTHCOM Legal Conference entitled "A Perfect Storm: States, Federal Agencies & the Role of NORAD & USNORTHCOM in Disaster Response Operations," held April 18-20, 2006 in Colorado Springs, Colorado. 

  • CHHS Director participated in the plenary panel for the American Constitution Society's 2006 Access Justice Symposium at Boalt Hall in Berkeley, California April 8, 2006 at 9:00 a.m.  The panel addressed: "Post 9/11 Access to Justice Issues."

  • CHHS Director was a featured speaker as part of the Distinguished Speaker Series at the University of Toledo College of Law, on April 5, 2006.  The talk was entitled: "Katrina, Avian Flu, and Anthrax Attacks: Who is in Charge of National Public Health Catastrophes?"

  • A CHHS Law Fellow presented "Inner-City Emergency Preparedness: Who Should Be In Charge?" as part of the Access and Allocation to Disaster Relief panel at the DePaul University Journal of Health Care Law Annual Symposium on March 31, 2006.  The Symposium was entitled "Shaping a New Direction for Law and Medicine: An International Debate on Culture, Disaster, Biotechnology & Public Health."

  • A CHHS Law Fellow delivered a poster presentation at the Third Annual Meeting of the Regional Centers of Excellence in Biodefense and Emerging Infectious Diseases Research on March 27, 2006, in New York City.  The title of the presentation was "Project Bioshield, Was $5.6 Billion Enough?," and discussed problems with the Project Bioshield Act of 2004.

  • CHHS Director delivered the keynote address at the Summit on Public Health and Law Conference on March 16, 2006 from 12:30 p.m. to 1:30 p.m. in Indianapolis, Indiana.  The topic of the address was "National Public Health Catastrophes: Who Is In Charge?" 

  • CHHS Associate Director addressed participants in the Marshall Center's Leaders Program in Advanced Security Studies on March 8, 2006, in Annapolis, Maryland.  The talk covered emergency planning at the state and local level and how it relates to homeland security.  Secretary of State Mary D.   • CHHS Director moderated a panel discussion sponsored by the American Constitution Society and the Center for American Progress entitled: "Warrantless Domestic Surveillance: Its Roots and Where We Go From Here."  The discussion was March 1, 2006 at 12:30 p.m. at the Center for American Progress in Washington, D.C.
